Article 25 of the Regulations of the People's Republic of China on the Management of River Watercourses

The following activities within the management area of river watercourses must be reported to the competent authority of the river watercourse for approval; if they involve other departments, they are to be approved by the competent authority of the river watercourse in conjunction with the relevant departments:

(1) sand quarrying, earth extraction, gold panning, and the dumping of sand, gravel, or silt;

(2) the use of river watercourses for fish farming; and (3) the use of river watercourses in the management area of rivers. p>

(ii) blasting, drilling, digging and building fishponds;

(iii) storage of materials, construction of factories or other construction facilities on the river beach;

(iv) exploitation of underground resources and archaeological excavations on the river beach.
