How to do it
1. Soak the dried seaweed in water for one hour, then rinse and drain it.
2. Roll the kelp into a cylinder and cut into thin strips.
3. Cut the red pepper into thin julienne strips and the cucumber into thin julienne strips.
4. Boil a pot of water, add a spoonful of vinegar to the water, put the kelp into the boil, boil the water for about 3 minutes, and then dip the kelp into ice water to cool down and drain.
5. Crush the garlic into a large bowl, add the soy sauce, balsamic vinegar, sugar and sesame oil and mix well.
