Panjin is a provincial municipality approved by the State Council in June 1984, is located in the southwestern part of Liaoning Province, the center of the Liaohe Delta. The city area of 407l square kilometers, under the jurisdiction of two counties and two districts, with a population of 1.26 million people, is one of China's Bohai Economic Circle open to the outside world. Panjin is located in the central Liaoning city cluster and the Beijing-Tianjin-Tangshan city cluster between the joint belt. It is 120 kilometers away from Shenyang and 350 kilometers away from Dalian, and is an integral part of the economic circle of large and medium-sized cities such as Shen and Dalian.

Panjin has a flat terrain, with unique natural resources, known as the "oil city", "fish and rice town" and so on. China's third largest oil field - Liaohe oil field is located here, with an annual output of 15 million tons of crude oil, natural gas 1.6 billion cubic meters, is the country's largest thick oil, high condensate oil production base. Shuangtaizi Estuary National Nature Reserve is the largest wetland reserve in China and even in Asia, with a wetland area of 80,000 hectares, inhabited by 253 species of wildlife, cranes, black-billed gulls, white swans, and other national second- and second-degree protection of animals can be seen everywhere. The "Red Beach" wonder formed by the wetland is one of the "Fifty Best Scenic Spots" in Liaoning Province. Xi'an Ecological Farm, which is listed as one of the "Global 500 Best" by the United Nations Development Program, has been opened as an ecotourism area with unique characteristics. The Liaohe Monument Forest in the city collects the fine inscriptions of calligraphic masters of all dynasties, which is the only monument forest in China where the calligraphic works do not break generations.

Developed transportation and convenient communication. Beijing-Shenyang Expressway, Panhai Expressway, highway, Beijing-Shenyang high-speed railroad running through the territory, the hub of land transportation is increasingly obvious, three-dimensional urban transportation pattern is taking shape.
