Located on the northeast coast of Liaodong Bay in the Bohai Sea, at the mouth of the Liao River in Yingkou City, Liaoning Province, is approved by the Ministry of Education to establish a public full-time general undergraduate institutions of higher education, is the only undergraduate college in the Yingkou area.

In January 2009, approved by the Liaoning Provincial People's Government, Yingkou Municipal People's Government cooperated with Northeast University of Finance and Economics, Liaoning University of Petrochemical Technology and Liaoning University of Science and Technology to build Yingkou University Park. After four years of incubation, in April 2013, it was approved by the Ministry of Education to establish Yingkou Institute of Technology.
