The Wa State was historically a territory under the jurisdiction of Chinese territorial divisions. However, for most of the time, it consisted of numerous tribes of chieftains scattered throughout the country, and no unified political power emerged. In the Ming Dynasty, it belonged to the chieftain territories of Mengding Prefecture, Menglian Prefecture, and Menggen Prefecture. In the Qing Dynasty, some areas were separated from the control of the original chieftains and became Outuo areas. The more famous ones include Hulu and Mangleng.
Geographically speaking, Wa State is far away from the federal government of Myanmar, which makes the government lose control of the administrative power of this area. Starting in 1948, the people of all ethnic groups in Wa State were led by the Kuomintang for 20 years. In 1966, four guerrilla groups appeared in Wa State and began to weaken the power of the Kuomintang. In 1969, the Myanmar Communist Party took advantage of the fact that the Wa State area was a weak area managed by the federal government, and controlled the Wa State for another 20 years. The Wa State broke away from the erroneous leadership of the Communist Party of Myanmar in 1989, reached a ceasefire agreement with the federal government of Myanmar in May of that year, and has since embarked on the path of peaceful development. The second stage (1967-1989):
In times of crisis when tribes were fighting and people of all ethnic groups were in darkness, many people with lofty ideals in the Wa State bravely stood up. They realized that in order to save the people who were in dire straits, the reactionary tribal system must be overthrown. Revolutionary armed forces must be organized to achieve the reunification and reconciliation of the Wa State.
In June 1966, leaders headed by Bao Youxiang and Bao Sanban organized the Kunma guerrillas.
In May 1967, leaders headed by Yan Ken and Yan Kron organized the Yancheng guerrillas.
In 1968, leaders headed by Lu Xingguo organized the Hushuang guerrillas.
In February 1969, leaders headed by Zhao Nilai organized the Shopa guerrillas.
The emergence of these guerrillas inspired the people's desire for liberation and received their support and love. The people actively joined the army to participate in the war and passed on information, and the team developed rapidly. But these guerrilla organizations are spontaneous and decentralized. It is very limited for the unification and liberation of Wa State.
The leaders of all guerrilla groups unanimously realized that they must have unified organization, unified leadership, and unified command. Leaders such as Zhao Nilai, Bao Youxiang, Lu Xingguo, and Yan Khen strengthened their contacts, and after many twists and turns, they found the Communist Party of Myanmar. In March 1969, representatives of the Myanmar Communist Party came to Shopa and Hushuang, and in July to Kunma and Yancheng. After repeated consultations and close cooperation, representatives of the Myanmar Communist Party and the guerrilla leaders reorganized the guerrilla groups. The 4048th Battalion of the Northeast Military Region of the Myanmar People's Army was established based on the Hushuang guerrillas, the 4049th Battalion was established based on the Shopa guerrillas, the 502nd Battalion was established based on the Kunma guerrillas, and the Yancheng guerrillas were established. foundation, the 501st Battalion was established.

In November 1971, Wa State troops and militia participated in the Battle of Gunong.
In March 1972, the headquarters of the Myanmar Northeast Military Region moved to Mengmao, and the troops stationed in Wa State included 4045, 4046, 4047, 3035, artillery battalions, etc. By the end of this year, most of the territory of Wa State was liberated, and the northern Wa and southern Wa were unified. In 1973, the Mengbo area, most of the Mengyan area, and Mengning were liberated. In April 1973, the Northeast Military Region Headquarters moved to Bangkang, and in July 1978, the Central Headquarters also moved to Bangsang, where it remained until April 16, 1989.
The Communist Party of Myanmar has been in the Wa State for 20 years, with Marxism-Leninism and Mao Zedong Thought as its guiding ideology; class struggle as its key link; farmers as its basis; military as its center; and its countryside surrounding the city. On September 9, 1985, the Myanmar Communist Party held its third National Congress. Comrade Zhao Ming was elected as a member of the Central Committee. Zhao Nilai, Bao Youxiang, and Li Ziru were elected as alternate members of the Central Committee. Before and after the Third National Congress of the Myanmar Communist Party, many internal problems occurred: the base areas became smaller and smaller, the class struggle became more and more intense, the main leaders of the central government were aging, their ideas were rigid, and their dogmatism was very stubborn. Nationalism and sectarianism are becoming increasingly evident, and cadres are cultivating cronies and forming cliques. After years of war, the lives of the masses have declined year by year, and the troops have been in short supply... In response to this situation, many middle- and lower-level cadres at that time put forward many suggestions for improvement, but the main leaders of the Myanmar Communist Party refused to listen and even labeled them as "anti-party". Under this circumstance, on March 11, Peng Jiasheng, the former deputy commander of the Northeast Military Region of the Myanmar Army, announced in Kokang that he would break away from the leadership of the Myanmar Army and establish the Kokang National Democratic Alliance Army.
In order to solve the problem of food and clothing for the people, the Wa State government decided to implement the development of agriculture as a key project in the Third Five-Year Plan (1999-2003). In order to strengthen the leadership of agricultural work, the "Ministry of Agriculture, Forestry and Water Resources" was established in February 1998. (12) Energy Construction
Energy is a symbol of social progress and an important foundation for liberating productivity and developing industry, agriculture, and processing industries. Before 1989, Wa State had only one 70-kilowatt hydroelectric power station. In the second five-year plan for peace construction, the Wa State government decided to build four hydroelectric power stations in Wa State starting in 1996 in order to solve the urgent power problem in economic development. These power stations are:
