Measures for the Administration of Fishing in Waters (for Trial Implementation)
Chapter I General Provisions
Article 4 The term "fishing" as mentioned in these Measures refers to the act of fishing fish with fishing rod, silk thread, bait and other tools. Fishing can be divided into commercial fishing, loose fishing and swimming fishing, all of which are fishing operations.
Fifth wild fishery resources belong to state-owned resources.
Chapter II Management of Free Fishing and Swimming Fishing
Article 6 Division of fishing areas for loose fishing and swimming fishing. Fishing areas for loose fishing and swimming fishing are designated by county animal husbandry, maritime affairs, safety supervision, environmental protection departments and township * * *, taking into account environmental protection, personal safety, convenient transportation, fishing habits and other factors. It is forbidden to fish in areas with obvious or potential dangers, such as bridges, highways, roadsides, transmission lines, Shimian county nature reserves and scenic spots. Outside the fishing area, if it is inconsistent with other regulations, the provisions of other regulations shall prevail.

Chapter III Provisions on the Administration of Fishing Behavior
Article 9 Anglers shall meet the physical conditions for engaging in fishing activities, and anglers under the age of 16 shall be accompanied by adults.
Tenth fishing in sand mining, aquaculture and other water facilities is strictly prohibited.
Eleventh fishing activities prohibit the following acts:
(a) prohibit the use of cage hooks, conjoined hooks, string hooks and other fishing gear for fishing;
(two) it is forbidden to use fish detectors, fish guns, crossbows and other means to fry and shoot fish;
(3) It is forbidden to use toxic and harmful bait for fishing;
(four) prohibit the use of other prohibited fishing gear;
(five) prohibit the use of live bait (loach, fish, shrimp, etc.). ) used for fishing.
Twelfth fishing operations should take the initiative to avoid larvae and prohibited species below the minimum allowable standards. Those caught by mistake must be put back into the water body in time. The protected species and minimum allowable catch standards of fishery resources in fishing areas shall be implemented in accordance with the relevant provisions of the state, and the caught catch shall not be listed and traded.
Prohibited species: Hucho taimen, giant salamander, schizothorax fish below 25cm.
Thirteenth anglers who enter the fishing point by waterway must enter the fishing area by ship with passenger qualification.
Fourteenth anglers should pay attention to maintaining their personal and property safety, and if personal injury or property loss is caused by their own reasons, they should bear the responsibility themselves.
Fifteenth anglers should strengthen the awareness of environmental protection, not to damage the trees on the shore, not to throw garbage into the river or the shore, put other toxic and harmful substances, and not to put too much bait. When leaving the fishing area, the waste should be recycled and put into the designated area for harmless treatment.
Sixteenth anglers should obey the management, and shall not refuse or hinder the relevant departments and their personnel from performing their official duties according to law.
Article 17 To hold large-scale group fishing activities, an application shall be submitted to the fishery administration department 15 in advance, and the fishery administration department shall report it to the county-level government for examination and approval. Organizers must carry out related activities in the approved waters.
