1. Scope of application

These rules are applicable to the origin and quarantine for the transfer of breeding pigs, cows, dairy cows, sheep, dairy goats and their semen and embryos across the provinces (districts and municipalities) within the territory of the People's Republic of China*** and the People's Republic of China***.

2. Quarantine qualification standards

2.1 Comply with the requirements of the Ministry of Agriculture's "Regulations on the Quarantine of Pigs at the Place of Origin" and "Regulations on the Quarantine of Ruminants at the Place of Origin".

2.2 Comply with the health standards for breeding and dairy animals stipulated by the Ministry of Agriculture.

2.3 Provide laboratory test reports of animal diseases stipulated in these regulations, and the test results are qualified.

2.4 Complete records of semen and embryo collection, sale and transfer, and their donor animals meet the standards stipulated in these regulations.

3. Quarantine Procedures

3.1 Declaration Acceptance

After receiving the quarantine declaration, the animal health supervisory authority shall confirm the validity of the "Quarantine Approval Form for Introducing Dairy Breeding Animals Across the Provinces" and decide whether it shall be accepted in accordance with the relevant local animal epidemic situation. Accepted, official veterinarians should be sent to the scene in a timely manner to implement the quarantine; inadmissible, shall state the reasons.

3.2 Check the information and livestock and poultry identification

3.2.1 Check the breeding farm's "breeding livestock and poultry production and management license" and "animal epidemic prevention conditions certificate".

3.2.2 According to the requirements of the "Regulations for the Quarantine of the Origin of Pigs" and "Regulations for the Quarantine of the Origin of Ruminants", check the breeding records of the inspected animals, livestock and poultry identification and related information.

3.3 Clinical Inspection

3.4 Laboratory Tests

4. Quarantine results processing

4.1 Refer to the "Regulations on the Quarantine of Pigs at the Place of Origin" and "Regulations on the Quarantine of Ruminant Animals at the Place of Origin" to do a good job in handling the quarantine results.

4.2 Without a valid "breeding livestock and poultry production and management license" and "animal epidemic prevention conditions certificate", the quarantine procedures are terminated.

4.3 Without a valid laboratory test report, the quarantine program is terminated.
