"Four with four go" new way
Reporter: Hunan poverty population in the country ranked fifth, accounting for nearly 1/10 of the country, Hunan is still 4.45 million poor people, poverty alleviation and development has reached the stage of the attack. In the next 3-5 years, what is the goal of industrial precision poverty alleviation? In order to realize this goal, Hunan has explored what models and experiences can be drawn on?
Zhang Zhiyong: Since 2014, Hunan, on the basis of pilot projects in Mayang, Zhijiang and other places, has explored a "four follow four follow" new path of "funds follow the poor, the poor follow the capable, the capable follow the industrial project, the industrial project follows the market.
Over the past three years,**** the implementation of 229 provincial key industrial poverty alleviation projects, the cumulative arrangement of financial poverty alleviation funds of 1.2 billion yuan, the integration of other funds of 6 billion yuan, to guide the participation of 690 leading enterprises and farmers' cooperatives to help the poor population of 600,000 people directly, driven by the county poverty alleviation industrial projects to help the poor population of more than 1 million people.
In the next few years, we will continue to follow the "four with four" industrial poverty alleviation ideas, and further promote the construction of provincial key industrial poverty alleviation projects, each year to accurately help more than 200,000 people living in poverty, and drive the county-level key industrial poverty alleviation projects to accurately help more than 300,000 people living in poverty to escape from poverty and increase their income.
Actively exploring industrial dividends and equity income
Reporter: In the poverty alleviation support for the poor, industrial poverty alleviation is the most important, at present, what are the good industrial poverty alleviation models in our province? What innovative industrial poverty alleviation practices will be introduced in the future?
Zhang Zhiyong: our province in the proposed "four with four go" industrial help path at the same time, put forward a direct help, entrusted to help, shareholding cooperation three modes for poor households to choose. Direct help mode, that is, both the desire for industrial development, and industrial development capacity of the poor object, in the organization and guidance of the government, directly involved in the development of regional characteristics of the industry; through awards in lieu of support, loan subsidies, etc., to be directly assisted. The mode of entrusted help is to be entrusted by individuals or groups of poor subjects, through purchasing social services for poverty alleviation, to entrust the support funds given by the state to specific subjects directly to agribusinesses, farmers' professional cooperatives and family farms that have the will to cooperate, have social responsibility, and have integrity and strength, to implement unified development, management, operation and accounting of the projects, and to make clear the relationship of responsibilities and rights in the form of contract between each other, with the benefits of the projects to be shared proportionally with each other. Reporter: In the process of industrial poverty alleviation, the poor families of the capital problem has always been a problem, financial poverty alleviation will play the role of "source of living water". The role of financial poverty alleviation will play a "source of living water", may I ask what exploration of financial poverty alleviation in our province has been done, what results have been achieved, and what new modes will be explored in the future to solve the problem of shortage of funds with the help of financial power?
Zhang Zhiyong: Poverty alleviation work, in the final analysis, is to solve the problem of "people" and "money". Our financial funds dedicated to poverty alleviation is relatively not very large in total, the need for money is a lot of places, divided into industrial poverty alleviation on the very limited, which should be introduced into the financial "living water", with the help of social and financial capital to "watering" the development of poverty-stricken areas of industry. There is no ready-made experience in financial poverty alleviation, and it is necessary to make a way out in practice.
Over the years, we have done a lot of useful exploration in financial poverty alleviation, such as the introduction of the China Foundation and agricultural credit microfinance company, promote the national rural financial pilot in Yuanling, the construction of village micro-credit micro-guarantee platform, the pilot village-level poverty alleviation mutual aid model, poverty alleviation of agribusiness guarantees, and other financial poverty alleviation pilots, the formation of a large batch of replicable and scalable experience. In particular, at the end of November 2014, we cooperated with the provincial rural credit union to launch a poverty-alleviation microcredit model with "one authorization, two exemptions, three preferences, and one prevention and control" as the core content, effectively cracking the "difficult" and "expensive" loans for poor farmers.
To develop industries in poor areas, the problem of insufficient inputs for enterprises and poor farmers to expand reproduction must be solved in an integrated manner. The next step, we will be in the poverty alleviation enterprise financing and poverty alleviation insurance, the introduction of specific support policies, increase the work to promote.
