Ding Baozhen was born in 1820 in Pingyuan (now Zhijin), Guizhou Province. In the third year of Xianfeng (1853), at the age of 33, he was admitted to Jinshi and changed to Jishi Shu, the Imperial Academy. Since then, he has entered the official career. 1863, at the age of 43, he was transferred from Changsha magistrate to Shandong provincial judge, and moved to Shandong minister the following year. 1867 was promoted to Shandong governor in March. 1876 10 was promoted to governor of Sichuan, and 1886 died in Chengdu. Legend has it that Ding Baozhen is also a gourmet taster, and he likes to cook east and west. He often hires famous chefs at home and asks them.

Ding Baozhen was the governor of Shandong for nearly 10 years, and he was honest and upright as an official. In particular, the fact that he had the right to kill An Dehai by intelligence shocked the ruling and opposition parties, and it is still widely legendary by the old Jinan people.
Open the end of modern industry in Shandong and set up machinery bureau in the northern suburb of Jinan
Ding Baozhen lived in an era of great changes in China's history. Facing the reality of "building a strong ship and gaining profits", Ding Baozhen devoted himself to the Westernization Movement of "seeking wealth and strengthening itself". He looks at the world situation with an open eye and denounces those who "stick to the rules". It is believed that if China wants to strengthen itself, it must learn from the West, "strive for military readiness" and "imitate the ingenuity of foreign guns", so as to "abandon my shortcomings and seize the strengths of others".
1875, in the name of "Jing Hai An Bian", Ding Baozhen approved by the Qing government to choose 300 mu of land in the new town in the northern suburb of Jinan, build the Shandong Machinery Bureau, introduce foreign machinery and equipment, manufacture gunpowder and martini guns, and become a model of "learning from foreigners to control foreigners".
The following year, Ding Baozhen was promoted to the position of Governor of Sichuan, and learned from the experience of Shandong Machinery Bureau to establish Sichuan Machinery Bureau, the first machinery manufacturing factory in modern times. The establishment of machinery bureau in Shandong and Sichuan became the beginning of modern industry in these two provinces.
