First, using clan and sectarian forces, or using illegal and violent means such as "bribery" and "hegemony" to manipulate and control the election of "two committees" in rural areas and erode the evil forces of grassroots political power;

Second, the "evil village officials" and clan evil forces who control rural political power and oppress and harm villagers;

Third, evil forces that occupy collective property, monopolize collective land, minerals and other resources, and seek illegal interests for individuals, families and associates;

Fourth, make use of clan forces to make waves in rural areas, beat others at will, illegally occupy other people's property, destroy agricultural production and endanger the evil forces of one side;

Fifth, in rural markets and wholesale markets, evil forces such as "market tyrants", "vegetable tyrants" and "fruit tyrants" dominate the market and extort money to undermine the trading order of fair competition markets;

Sixth, extort and blackmail resident enterprises, factories and mines by means of violence, threats or blocking doors, roads and traffic jams, and illegally demand "land occupation fees", "occupation fees" and "health fees" from them, or extort projects, forcibly transport materials, forcibly contract transportation and other evil forces that infringe on the legitimate rights and interests of enterprises;

Seventh, in the process of land acquisition, land grant, demolition and construction projects in rural areas, black and evil forces incited the masses to make trouble;

Eighth, the evil forces that forcibly lead the way, attract guests, tour guides, introduce accommodation and food in scenic spots, and force tourists to consume by violence or coercion;

Nine is the evil forces that operate and manipulate "pornography and gambling drugs" in rural areas and corrupt the social atmosphere in rural areas;

Ten is the "umbrella" behind all kinds of evil forces in rural areas.
