In the time of the Chu and Han Dynasties (208-202 BC), Xuyi belonged to Dongyang County of Western Chu. In June of the second year of Qin II (208 BC), Xiang Liang, the leader of the anti-Qin rebel army, installed Xiong Xin, the grandson of Xionghuai, the king of Huai of Chu, as king to rally the world, still known as the king of Huai of Chu (later honored as the emperor of Huai of Chu), and established the capital in Xuyi. In September, the capital was moved to Pengcheng (in present-day Xuzhou city).
Ming, Xuyi became a county, belonging to Sizhou. After the establishment of New China, South Anhui and North Anhui merged into Anhui Province, and Xuyi belonged to Chu County Prefecture of Anhui Province.
Jiangsu Province was established at the end of 1952, and in order to strengthen the management of Lake Hongze, Xuyi was transferred to Jiangsu Province in 1955 and belonged to Huaiyin Prefecture.

In 1971, the Liuho Prefecture was abolished, and Xuyi again belonged to Huaiyin District.
In 1983, Jiangsu Province implemented the city-county system, and Xuyi County belonged to Huaiyin City.
