Xuyi County, Huai 'an City, Jiangsu Province is located in the southwest of Huai 'an, the capital of China Canal, the lower reaches of Huaihe River, the south bank of Hongze Lake, the middle and east of Jianghuai Plain and the Yangtze River Delta.

It borders Jinhu County and Tianchang City in Chuzhou in the east, Liuhe District in Nanjing, Lai 'an County and Mingguang County in Chuzhou City in the south and west respectively, and Sihong County and Hongze County in the north and northeast respectively, with a total area of 2,483 square kilometers, ranking first among counties (cities) in Jiangsu Province in per capita land area. It governs 14 town, 5 townships, 257 administrative villages (residences) with a total population of 760,000 (20 12 years).

In the Spring and Autumn Period, Xuyi was named "Good Road", which belonged to the State of Wu, and was once the place where the governors joined together. During the Warring States Period, the post-Chu State invaded and expanded eastward to Si Shang, and Xuyi was named Dou Liang. When Qin Shihuang unified China and implemented the county system, Xuyi established a county. The county name was "Xutai" at the beginning and "Xuyi" later. The county was founded in the twenty-fourth year of the reign of Qin Dynasty to the unification of China by Qin Shihuang (223 BC-22 BC1year). Xuyi county belongs to the county of swimming water first, and then to the county of Donghai.

During the Chu-Han period (208-202 years ago), Xuyi belonged to Dongyang County, western Chu. In June of the second year of Qin Ershi (208 BC), Xiang Liang, the leader of the anti-Qin rebel army, made Xiong Xin, the grandson of Xiong Huai, Chu Huaiwang, king, calling on the whole world, and still called Chu Huaiwang (later honored as Emperor Chu Yi) with its capital in Xuyi. In September, he moved the capital to Pengcheng (now Xuzhou).
