Article 1

These Provisions are formulated in order to strengthen urban water conservation management, protect and rationally utilize water resources, and promote national economic and social development.

Article 5

The administrative department of urban construction in the State Council is in charge of urban water conservation throughout the country, and its business is guided by the water administrative department in the State Council.

other relevant departments in the State Council are responsible for the management of water conservation in this industry according to the division of responsibilities stipulated by the State Council.

the people's governments of provinces, autonomous regions and cities at or above the county level shall be responsible for the management of urban water conservation in accordance with the division of responsibilities stipulated by the people's governments at the same level.

Article 6

The people's government of a city shall, at the same time as formulating the development plan for urban water supply, formulate the development plan for water conservation, and formulate the annual plan for water conservation according to the development plan for water conservation.

All water users shall install metering water meters on water equipment, conduct water consumption assessment, and reduce the water consumption per unit product; Measures such as recycling water and multi-use of one water should be taken to improve the reuse rate of water on the premise of ensuring water quality standards.

Cities in short of water resources should take measures to improve the utilization rate of urban sewage on the premise of ensuring water quality standards.

Statistical departments at all levels and urban construction administrative departments shall do a good job in the statistical work of urban water conservation.

Article 17

If the newly built, expanded and rebuilt urban projects fail to build water-saving facilities as required or fail to pass the acceptance of water-saving facilities, the urban construction administrative department shall limit their water consumption, order them to improve the water-saving facilities within a time limit, and may also impose a fine.

Article 21

If a party refuses to accept the decision on administrative punishment, he may apply for reconsideration to the organ at the next higher level of the organ that made the decision on punishment within 15 days after receiving the notice of punishment; If he refuses to accept the reconsideration decision, he may bring a suit in a people's court within 15 days from the day after receiving the notice of reconsideration. If it fails to apply for reconsideration or bring a suit in a people's court within the time limit and fails to perform the punishment decision, the organ that made the punishment decision shall apply to the people's court for compulsory execution.

Article 21

Any staff member of the administrative department of urban construction who neglects his duty, abuses his power or engages in malpractices for personal gain shall be given administrative sanctions by his unit or the competent department at a higher level; If a crime is constituted, criminal responsibility shall be investigated by judicial organs according to law.

the people's governments of all provinces, autonomous regions and municipalities directly under the central government may formulate implementation measures in accordance with these provisions.

Article 23

The administrative department of urban construction in the State Council shall be responsible for the interpretation of these Provisions.
