6. Article 12 The establishment and closure of urban kindergartens shall be registered by the education administrative department of the municipal people's government of a district or a city not divided into districts. The establishment and closure of rural kindergartens shall be registered by the local people's governments of townships and towns and reported to the education administrative departments of the people's governments at the county level for the record.
