The classification of scientific and technological confidential items shall be divided into three grades: top secret, secret and secret according to the nature, use, function and grade of science and technology, combined with the comprehensive analysis of scientific and technological information at home and abroad:
(a) involving national security or unique to our country, once the leak will cause serious harm and heavy losses to the country, classified as top secret;
(2) exceeding the international level, which is of great significance to national construction or people's lives, and once the leak will cause great losses to the country, it will be classified as a confidential project;
(3) Confidential matters that are not classified as top secret or confidential and whose disclosure will cause losses to the country shall be classified as secrets;
(4) scientific and technological achievements, data, data and documents. , does not belong to the scope of the above three levels of confidentiality, but should not be made public, should be marked with the word "internal", are not allowed to spread abroad or publicly sell. Article 4 The authority for examination and approval of secret scientific and technological projects shall be clear.
Delineating the classification of scientific and technological secret projects is first put forward by the scientific and technological departments of grass-roots units or the research rooms (groups) of scientific research units, reported to the scientific and technological departments, leaders and security committees of the units for study, and reported to the examination and approval step by step according to the centralized affiliation.

Sixth units should do a good job in the management of scientific and technological confidential files, provide necessary facilities for file storage, and establish a system for the utilization and destruction of scientific and technological confidential files.
(1) Units or departments undertaking confidential scientific and technological tasks shall designate special persons to be responsible for collecting and keeping scientific and technological documents, materials, pictures and drawings formed in the course of work. After the completion of the task, one or two sets of complete, accurate and systematic scientific and technological files should be sorted out in time, and the classification should be accurately marked, and they should be submitted to the scientific and technological archives department for centralized and unified management.

(3) Top-secret scientific and technical archives and materials can only be used by designated units and personnel who need them directly; Confidentiality, only for units and personnel with direct needs; Secret level, which can be used by units and personnel needed for work. Work needs to consult top secret and confidential scientific and technological files and materials, which should be approved by the leader in charge of scientific and technological secrecy and read at the designated place. Access to secret scientific and technological archives and materials must be approved by the first-level leaders of the scientific and technological departments.
(four) the scientific and technological archives and materials that are above the secret are generally not allowed to be reproduced or extracted. Must be copied, extracted, top secret, confidential shall be approved by the leadership in charge of science and technology security work; The secret level shall be approved by the leader of the technical department of the competent unit. To extract scientific and technological confidential contents, the confidential record book must be used, and when the job is transferred, the confidential record book should be withdrawn and cancelled. Scientific and technological documents, materials, pictures, drawings, samples, etc. Above the confidential level, it must be transported by confidential means of transportation or picked up by special personnel. It is strictly forbidden to send it by ordinary mail or general consignment.
(5) The scientific and technological archives and materials identified as having no preservation value shall be registered and sent to the paper mill designated by the local government, and the designated confidential personnel shall be responsible for the supervision and sale.
