Under the leadership of the Department of Geology and Environment of the Ministry of Land and Resources (the Emergency Response Office), in 2012, the Emergency Response Center of Geological Disasters of the Ministry of Land and Resources (hereinafter referred to as the Emergency Response Center) made great efforts to implement the "State Council's Decision of the State Council on Strengthening the Prevention and Control of Geological Disasters", strengthened the capacity building for emergency response to sudden geologic disasters, organized emergency response, and conscientiously implemented the emergency technical guidance work. Give full play to the role of the expert team, the center's departments work closely together to fully complete the annual tasks.
I. 2012 Work Summary
In 2012, the Emergency Response Center focused on the national geologic disaster emergency response business support work, planned the direction of business development, and carried out the revision of the plan, etc. Specifically, it accomplished the following aspects of work. (I) Comprehensive planning of emergency response business guidance.After the State Council issued the Decision on Strengthening the Prevention and Control of Geological Disasters in 2011, the national geologic disaster emergency response work developed rapidly. According to the development needs of the emergency response work, the Outline of National Geological Disaster Emergency Response Business Development Plan was drafted, and the Business Development Plan of the Geological Disaster Emergency Response Technical Guidance Center of the Ministry of Land and Resources was prepared. After many internal discussions, national experts' seminars, and consultation with provinces, the preparation of the two planning texts was completed. The Business Development Plan of the Geological Hazard Emergency Response Technical Guidance Center of the Ministry of Land and Resources has been released and implemented; and the Outline of the National Geological Hazard Emergency Response Business Development Plan (Draft for Approval) has been submitted to the Ministry of Land and Resources.
(2) Systematic Revision of Emergency Response Plan for Geological Disasters: In 2006, the State Council issued the National Emergency Response Plan for Geological Disasters. In recent years, the situation and system of geologic disaster emergency response has changed significantly, and the revision of the plan is very urgent. Entrusted by the Geological Disaster Emergency Management Office of the Ministry of Land and Resources, the Emergency Response Center organized the updating and revision of the plan. Through the revision and soliciting opinions from provinces, the National Emergency Response Plan for Geological Disasters (Revised Draft) was completed.
(3) Coordinating the management of emergency experts. Carry out the management of geologic disaster emergency response experts of the Ministry of Land and Resources in 2012. Held the annual working meeting of emergency experts; formulated the 2012 Work Points of the Geological Disaster Emergency Expert Group of the Ministry of Land and Resources and submitted them to the Ministry's Emergency Response Office; assisted the Emergency Response Office in completing the adjustment of geologic disaster emergency prevention and control zones for experts, and divided the whole country into seven zones, namely, the northwest, the southwest, the south, the southeast, the north, the west, and the northeast; and assisted the Emergency Response Office in completing the second session of the Ministry's geologic disaster emergency response experts' selection work. , selecting 200 emergency response experts***.

Utilizing new technologies and methods, the company has opened a webmail function to quickly and conveniently send information on disasters and risks and emergency instructions; SMS greetings are sent to frontline emergency personnel to create a serious and warm emergency atmosphere.
(E) Continuously and seriously carry out meteorological warning and trend prediction of geologic disasters. We seriously carry out meteorological warning of geological disasters, deepen the business contact with China Meteorological Administration, expand the business cooperation with the General Administration of Radio, Film and Television, in-depth research to improve the early warning and forecasting models and technical methods, and improve the accuracy and effectiveness of meteorological warning of sudden geologic disasters. from May 1 to September 30, in close cooperation with the China Meteorological Administration, Public **** Meteorological Service Center, carry out flood season Early warning of geological disasters was carried out in close cooperation with the China Meteorological Administration Public **** Meteorological Service Center, 156 early warning products were produced, 141 times of early warning information was released on China Geo-Environmental Information Network, and 90 times of early warning information was released on CCTV. We carried out two emergency warnings, and took the initiative to provide emergency meteorological warning information services for geological disasters during the earthquake relief in Yiliang County, Zhaotong City, Yunnan Province, and during the landfall of strong typhoon "Haikui".
Carrying out analysis and trend prediction of geological disasters, collecting, organizing and archiving 10,258 pieces of dynamic data on geological disasters nationwide in 2012; carrying out trend prediction of geological disasters nationwide in 2012 and convening a meeting on trend prediction; preparing 12 issues of monthly report on the analysis and trend prediction of geological disasters nationwide in 2012; and preparing the national geological disaster newsletters for the first quarter, the flood season months and the year of 2012*********. Prepared 7 issues of national geologic disaster notification***, providing support for the Ministry's Emergency Response Office to release timely disaster information and deployment of disaster prevention. The design, development and promotion of the online direct reporting system for monthly statistical reports on geological disasters were completed, which promoted the standardization, normalization and informatization of the statistical work on geological disasters.
(6) Providing technical guidance on geologic disaster emergency response in a timely manner. Taking "guarding lives" as the highest value criterion for geologic disaster emergency technical guidance, the team responds to the Ministry's emergency instructions in a timely manner and carries out technical support and services. First, the deployment of work is thorough and timely. Before, during and at the end of the flood were held respectively, to analyze the situation, judge the trend, determine the focus of prevention, summarize the experience and lessons learned from each stage of emergency prevention and control, and lay a solid foundation for improving the emergency response capability during the flood season. Second, the inspection and guidance highlights the key points. Give full play to the role of emergency experts, improve the inspection guidance consultation system, inspection guidance and key areas of the combination of on-site guidance. 2012 July 19 - August 20, the Ministry of Emergency Response Center composed of video inspection consultation group, went to Yunnan, Guizhou, Chongqing, Sichuan, Hunan, Hubei, Jiangxi, Anhui and other 8 provinces (municipalities) of geologic hazards in key areas of geological disasters to carry out geologic hazards inspection guidance work. Third, emergency response is scientific and effective. Sent 20 technical experts to Gansu Minxian "5-10" large hail flash floods and mudslides, Sichuan Ningnan County "6-28" mudslides, Beijing "7-21" special rainstorms, Xinjiang Xinyuan County, and the "5-10" large hailstorms and mudslides, and the "7-21" large rainstorms, Xinjiang Xinyuan County, and the "7-21" large rainstorms. Yiliang, Yunnan, the "10-4" landslide of Yiliang Tiantou Elementary School and other large-scale and extra-large-scale sudden geological disasters and potential sites, carry out emergency investigations and technical guidance, and assist the local government and relevant departments to carry out emergency disposal of major geologic disasters and rescue and relief work, of which the second-level emergency response was activated four times. Fourthly, the annual work was seriously summarized and assessed. It timely compiled and reported six issues of emergency investigation briefings on major geologic disasters, drafted the 2012 National Summary and Assessment Report on Response to Emergency Geologic Disasters, and prepared the 2012 Year of Geologic Disaster Prevention and Control, 2012 Compendium of Typical Cases of Major Geologic Disasters Incidents and Emergency Risk Avoidance, the Study on Monitoring, Early-Warning and Emergency Prevention Techniques for Landslides and the National Geologic Disasters Bulletin, among other things.
(vii) Actively carrying out publicity and training exercises on emergency prevention and control. It has produced publicity materials on geologic disaster prevention and control knowledge, produced popular science images on landslide collapse and mudslide disaster mitigation, and widely carried out popular science publicity on geologic disaster prevention and control knowledge. The compilation of the "Geological Disasters: Five Steps to Avoid Disasters and Risks" animated propaganda film was completed, and the animated film*** was divided into five episodes, each of which lasted for 60 seconds. From "diligent observation, early discovery", "more monitoring, know the danger", "often drill, will respond", "receive the alarm, fast escape ", "listen to the command, safe" five angles to carry out disaster risk publicity work.
According to the "Ministry of Land and Resources Emergency Response Procedures for Major Emergency Geological Disasters", all kinds of emergency technical training and drills were carefully organized, and the first technical training course on remote consultation for geological disasters was held in Dalian in June, and a technical drill for mega geological disasters was organized and carried out in Kunming, Yunnan Province in November, which highlights the real-time, real combat and real scene, exercises the emergency response team, and improves the level of the emergency response drills. In 2012, the Ministry's Emergency Response Center provided technical guidance to provincial, municipal and county geologic disaster drills for more than 10 times. Geological disaster emergency prevention and control science and technology knowledge propaganda, training and exercise work effectively improve the awareness of disaster prevention and control personnel at all levels of geological disaster prevention and control and emergency response capabilities.
(viii) Strengthening research on emergency response technology to enhance the level of science and technology. Around the annual emergency response to geological disasters technical support work, the successful completion of the "national geologic disaster emergency prevention and control 2012", "geologic disaster emergency response capacity building and demonstration" and other projects, in the systematic summarization of emergency response to geologic disasters on the basis of the work to carry out On the basis of systematically summarizing the emergency response to geological disasters, it conducted research on new technologies and methods for emergency investigation, monitoring and disposal. The results of the landslide prediction and early warning research project have been applied in the emergency response and decision-making of many major geologic disasters, and have achieved remarkable application results; three high-definition video monitoring points have been established by using the Internet of Things (IoT) technology, realizing real-time high-definition video monitoring of geologic disaster monitoring points; and the application of new technologies such as the Internet of Things (IoT), satellite data transmission, and unmanned aerial vehicle (UAV) investigation and monitoring further improves the support capacity for geologic disaster emergency response.
Actively declared the 2013 emergency work projects, completed the "National Geological Hazard Emergency Prevention and Control 2013", "Geological Hazard Emergency Internet of Things Technology Application Demonstration" and "Study on Major Geological Hazard Generation Laws in Wenchuan Earthquake Area". The project declaration of "National Geological Hazard Emergency Prevention and Control 2013", "Demonstration of Application of Geological Hazard Emergency Internet Technology" and "Research on the Laws of Geological Hazards in Wenchuan Earthquake Area".
The main points of work in 2013
In 2013, the Geological Hazard Emergency Response Technical Guidance Center of the Ministry of Land and Resources will continue to be guided by the spirit of the Decision of the State Council on Strengthening the Prevention and Control of Geological Hazards and make efforts to do the following work in accordance with the work deployment of the Department of Geology and Environment of the Ministry of Land and Resources (Emergency Response Office) and the China Academy of Geological and Environmental Surveillance (Emergency Response Center) for the year 2013.
(1) Execute the quick report system to do a good job of emergency duty. The Ministry of Land and Resources will earnestly complete the work of geologic disaster emergency watch, combining the three modes of daily duty during non-flood season, centralized duty during flood season, and on-site duty in emergency situations; and strictly implement the four systems of leadership, information reporting, the first responsibility system, and the accountability system to ensure the timeliness and accuracy of the emergency information reporting.
(ii) organizing experts to carry out emergency technical guidance. It guides the national emergency prevention and control of major geologic disasters, assists local governments in carrying out emergency investigation and disposal of major geologic disasters and rescue and relief work, and provides technical support services for the government administration; it carries out exchanges of experience in the work of emergency response experts, strengthens the guidance of provincial emergency response agencies, and carries out technical support and services.
(3) Carrying out meteorological early warning and forecasting of geologic disasters and disaster analysis and prediction. Continue to carry out meteorological warning of geologic disasters during the flood season, and timely release of warning information. In the event of extreme rainfall, earthquakes, major geologic disasters and other events, start the emergency warning. Improve the early warning technology and methods, and continuously improve the early warning capacity and level; carry out the analysis and trend prediction of geologic disasters in 2013, and prepare monthly reports, bulletins and trend prediction reports for the Ministry and Bureau of decision-making services.
(4) Carrying out emergency prevention and control and training exercises. It improves the emergency remote consultation system and ensures the smoothness of the emergency communication transmission link; according to the emergency response process of the Ministry of Land and Resources for major geologic disasters, it organizes three emergency technical trainings and two emergency drills.
(v) Establishing and improving the standards for emergency technical guidance work. In 2013, it mainly carried out the improvement of the Technical Guidelines for Landslide Prevention and Control and the preparation of the Technical Guidelines for Emergency Exercises.
(VI) Carry out research on new technologies and methods of emergency response. Combined with the work on the subject, the research explores the application of high-tech methods and equipment such as the Internet of Things, unmanned aerial vehicles, three-dimensional laser scanners, satellite data transmission and so on in emergency response work.

(viii) Other emergency support work. Assisting the Department of Geology and Environment (Emergency Response Office) of the Ministry of Land and Resources in organizing and coordinating the "National Geological Hazard Emergency Response Conference" and the "National Conference on the Exchange of Experiences of Group Surveyors and Preventive Officers"; cooperating with the Ministry's Emergency Response Office in completing the "Emergency Response Plan for Emergency Response to Geological Hazards in the Nation The work of the Ministry of Emergency Response Office to complete the "National Emergency Plan for Geological Disasters"; to complete the Ministry, the Bureau leadership of the other work assigned by the leadership.
The China Institute of Geological and Environmental Monitoring (Emergency Response Center) made overall arrangements for the deployment of personnel, equipment and funds throughout the year to ensure the smooth implementation of various work points.
