Article 90 Where a unit or individual violates the Fire Prevention Law of People's Republic of China (PRC) and the provisions of these Regulations, causing fire or fire losses and causing damage to others' personal and property, it shall bear civil liability according to law.
Article 91 Unless otherwise provided, the administrative penalty set in these Regulations shall be decided by the fire control institution of the public security organ.
