Lanzhou Municipal Garbage Disposal Fee Collection Management Measures (Lanzhou Municipal People's Government Decree [2007] No. 7) stipulates:
Municipal garbage includes municipal living garbage and municipal construction garbage. Urban living garbage refers to the waste produced by units and individuals in the urban planning area in their daily life and for living services.
Urban construction waste refers to the slag, soil, discarded material and other wastes generated in the process of urban housing decoration and new construction, alteration, expansion, demolition of all kinds of buildings, structures, roads, gardens, plazas, pipeline networks and so on.
Any unit or individual that generates municipal waste within the city shall pay the municipal waste disposal fee in accordance with the provisions of these measures.
The units and individuals exempted from the urban garbage disposal fee: (a) homes for the elderly, social welfare units; (b) nurseries, kindergartens, nine-year compulsory education schools; (c) disabled persons; (d) enjoying the state regular pension subsidies for the privileged and urban low income people.
Laid-off workers engaged in self-employment, within three years at the corresponding standard half of the urban garbage disposal fee for the business premises run.
Because of the high cost and low efficiency when collecting manually, the annual collection rate is low. Approved by Lanzhou Municipal Party Committee and Lanzhou Municipal Government, starting from October 1, 2013, the urban garbage disposal fee of residential households using natural gas in the four districts near Lanzhou City is entrusted to be collected by Gansu PetroChina Kunlun Gas Co.
