Collection of garbage disposal fee based on: 2002 National Development Planning Commission, Ministry of Finance, Ministry of Construction, the State Environmental Protection Administration jointly issued "on the implementation of urban waste disposal fee system to promote the industrialization of garbage disposal of the notice" requirements: "all the domestic waste generated by the state organs, enterprises and public institutions (including means of transport), individual operators , social organizations, urban residents and temporary urban residents, etc., shall pay domestic garbage disposal fees according to the regulations." The Measures for the Management of Urban Domestic Waste promulgated by the Ministry of Construction in 2007 also clearly stipulates that "Units and individuals generating urban domestic waste shall pay the urban domestic waste disposal fee in accordance with the domestic waste disposal fee charges determined by the urban people's government and the relevant regulations." October 11, 2007 by the municipal government of the 23rd executive meeting to discuss and adopt, promulgated and implemented the "Lanzhou City, urban garbage disposal fee collection and management methods", in March 2009, Lanzhou City, urban living garbage disposal fee formally levied. The scope of the fee was expanded to include "urban living garbage and urban construction garbage".

Lanzhou Municipal Garbage Disposal Fee Collection Management Measures (Lanzhou Municipal People's Government Decree [2007] No. 7) stipulates:

Municipal garbage includes municipal living garbage and municipal construction garbage. Urban living garbage refers to the waste produced by units and individuals in the urban planning area in their daily life and for living services.

Urban construction waste refers to the slag, soil, discarded material and other wastes generated in the process of urban housing decoration and new construction, alteration, expansion, demolition of all kinds of buildings, structures, roads, gardens, plazas, pipeline networks and so on.

Any unit or individual that generates municipal waste within the city shall pay the municipal waste disposal fee in accordance with the provisions of these measures.

The units and individuals exempted from the urban garbage disposal fee: (a) homes for the elderly, social welfare units; (b) nurseries, kindergartens, nine-year compulsory education schools; (c) disabled persons; (d) enjoying the state regular pension subsidies for the privileged and urban low income people.

Laid-off workers engaged in self-employment, within three years at the corresponding standard half of the urban garbage disposal fee for the business premises run.

Because of the high cost and low efficiency when collecting manually, the annual collection rate is low. Approved by Lanzhou Municipal Party Committee and Lanzhou Municipal Government, starting from October 1, 2013, the urban garbage disposal fee of residential households using natural gas in the four districts near Lanzhou City is entrusted to be collected by Gansu PetroChina Kunlun Gas Co.
