McDonald's in the comprehensive chain management conference opened its minimum franchise conditions: have high moral integrity; have worked in the market; know the culture and customs of the market; willing to devote full time to the development of McDonald's business; willing to accept a period of about 12 months of training; have the experience of management; can be in the franchising organization competent; and invest an amount of not less than $300,000, provided that such $300,000 shall consist primarily of the cost of renovation of the restaurant, equipment, and signage, but shall not include the rent of the business premises or the cost of employees.
Only individuals can be allowed to become McDonald's franchisees; neither the corporate form nor the partnership form of franchising will be allowed. In order to maintain the McDonald's brand, franchisees must use McDonald's trademarks, food recipes, and menu specifications, as well as McDonald's methods of operation, inventory management, reservations, accounting, and marketing, and McDonald's concepts for designing the restaurant and equipment layouts.
McDonald's has very clear and strict financial requirements for franchisees. At the beginning of the franchise, the franchisee must pay the franchise fee up front. If the franchisee is purchasing a new store, the franchisee pays 40% of the total cost; if it is an old store, the franchisee pays only 25% of the cost. These funds must come from the franchisee's own personal funds (not borrowed funds),. Since each store is different, the amount of franchise money collected cannot be strictly quantified; usually personal non-borrowed funds of $175,000 or more will be considered by McDonald's for participation in the franchise. An equipment leasing model can be used; in short, McDonald's first purchases the equipment (e.g., utensils, seating, décor, etc.) on behalf of the franchisee and then leases them to the franchisee. Franchisees are given an option to buy the equipment for 3 years. McDonald's requires franchisees to have a minimum of $100,000 or more of their own money. In addition to the franchise fee, franchisees are required to make periodic royalty payments. The royalties consist of two components, a service fee, which is a monthly payment of a percentage of the restaurant's revenue (currently 4%), and rent, which is also a monthly payment of a percentage of revenue.

McDonald's provides a full range of services in employee training, human resources, service operations, design, marketing, machinery and equipment, and purchasing, thus ensuring consistency in franchise performance and the McDonald's brand and establishing McDonald's as a leader.
