Internal organs of the Department of Commerce of Xinjiang Uygur Autonomous Region

According to the above responsibilities, the Commerce Department of the Autonomous Region has 17 internal organs:

(1) The office

assists the leaders of the office to understand and master the overall situation; Responsible for the daily work of message processing, meeting, reception, confidentiality and organization and coordination of government affairs; Responsible for information, confidentiality, publicity, government affairs disclosure, proposal handling, letters and visits, local records compilation, counterpart poverty alleviation and other work; Responsible for the management of fixed assets and the reform of housing system.

(2) Personnel and Education Department

is responsible for the organization establishment, personnel, labor wages, professional titles, files and other work of the departments and directly affiliated units; In accordance with the cadre management authority, responsible for the deployment of staff, assessment (inspection), appointment and removal, rewards and punishments, political examination and the construction of cadres and reserve cadres; Responsible for the education and training of civil servants; Guide the education and training of business system; Formulate human resources development and talent training plans for business systems; To guide the personnel, comprehensive management, security and family planning work of public institutions.

(III) Policy Research Office

Track and study the development trends of economic globalization, regional economic cooperation, international trade and investment, border opening, modern market system and modern circulation mode; To study Xinjiang's opening to the outside world and the reform of domestic and foreign trade circulation system and put forward opinions and suggestions on major issues; To study and put forward comprehensive policy suggestions for improving the modern market system in the autonomous region; Organize, coordinate and participate in domestic and international investigations and major economic and trade activities; Take the lead in drafting the leadership speech of the important comprehensive business meeting in the whole region; Responsible for organizing, coordinating and participating in the research on major business strategic issues in the whole region and the determination and declaration of important topics.

(4) The General Office

organizes the formulation of development strategies and plans for domestic and foreign trade and international economic cooperation in Xinjiang; Monitor and analyze the business operation; Put forward comprehensive policy suggestions on domestic and foreign trade, international economic cooperation, improving the modern market system and promoting the integration of domestic and foreign trade in the autonomous region; Responsible for drafting important documents related to business integration; Centralized management of business statistics and information release; To guide and supervise the work of various societies and associations; Guide the reform and structural adjustment of state-owned commercial enterprises, and guide the reform of enterprises and institutions directly under the Department.

(5) The Finance Department

is responsible for the financial accounting, administrative expenses, foreign affairs expenses, infrastructure investment, assets verification and other work of the management office; Responsible for the management, use and supervision of domestic and foreign trade promotion funds, international economic cooperation funds and various special funds; Responsible for the preparation, summary and reporting of the budget and final accounts of the departments and institutions affiliated to the department; Responsible for the accounting management of state-owned assets of the office; Responsible for the government procurement work of the office; Participate in the formulation of fiscal, taxation, foreign exchange, price, finance, insurance and other policies and implementation methods and policy suggestions related to promoting the development of business in our region; To be responsible for the supervision of state-owned assets and the guidance of accounting work of affiliated institutions; Responsible for the internal audit of the office; Responsible for the financial management of Urumqi Fair; To guide and supervise the financial management of societies and associations.

(6) Market Order Department

(Livestock and Poultry Slaughtering Management Office of the Autonomous Region)

undertakes the related work of coordinating, rectifying and standardizing the market economic order; To implement the laws, regulations and standards of the state on perfecting and standardizing the market system, and coordinate the work related to breaking market monopoly, industry monopoly and regional blockade; Participate in the organization to crack down on intellectual property infringement and commercial fraud; Promote the construction of credit in the commercial field, guide the sales of commercial credit, and establish a service platform for market integrity in the commercial field of the autonomous region; Guide the comprehensive administrative law enforcement work in the commercial field. To undertake the management of livestock and poultry slaughter industry in the whole region, implement relevant laws, regulations, rules and technical standards, formulate and implement the development plan of livestock and poultry slaughter industry, study and put forward policy suggestions, and promote the construction of slaughter law enforcement team and law enforcement supervision team.

(VII) Market System Construction Department

Organize the formulation and improvement of policies to standardize the market system in the whole region and guide domestic and foreign funds to invest in market system construction; Responsible for the centralized management, formulation, revision and implementation of domestic trade standards; Take the lead in organizing and standardizing the promotion behavior of retail enterprises; Guide the wholesale market planning of bulk products and the construction of urban commercial system; Promote the construction of rural market and agricultural product circulation system; According to the relevant provisions of the auction, pawn, leasing, automobile circulation and secondhand goods circulation industry supervision and management.

(8) Business Service Management Office

undertakes the industry management of the business service industry (including catering industry and accommodation industry) in the whole region; Promote the development of modern circulation methods such as circulation standardization and chain operation, commercial franchising, logistics distribution and e-commerce; Guide the recycling of renewable resources; Guide the community business development and energy saving and consumption reduction in the circulation field.

(IX) Market Operation Monitoring and Regulation Department

monitors and analyzes the market operation and commodity supply and demand in the autonomous region, and is responsible for market prediction, early warning and information release and puts forward suggestions on market operation and regulation policies; To undertake the work related to establishing and improving the emergency management mechanism for the supply of daily necessities in the autonomous region; To undertake the relevant work of reserve management and market regulation of important consumer goods such as meat, sugar and tea; Work related to the management of bulk cement in conjunction with relevant departments; Supervise and manage the circulation of refined oil in accordance with relevant regulations; Responsible for domestic trade statistics and comprehensive analysis; Organize and guide the "three green projects" and be responsible for the management of the "vegetable basket" product circulation industry; Responsible for the coordination of cocoon and silk in the autonomous region.

(11) The Foreign Trade Office

implements the national policies and measures for the administration of import and export commodities; Responsible for the compilation, distribution, supervision and management of import and export commodity quotas and tariff quotas; Issue various import and export licenses as authorized by the Ministry of Commerce; Organize the implementation of import and export plans for important industrial products, raw materials and agricultural products; Organizing the implementation of quota bidding for import and export commodities; Responsible for the examination, declaration and management of the business qualifications of state-owned trade management commodities and state-key import and export commodity enterprises; Responsible for the filing and registration of foreign trade operators and international freight forwarding enterprises in the autonomous region; Responsible for the business management of the international freight forwarding industry in the autonomous region, and contact and guide the Xinjiang International Freight Forwarders Association; To be responsible for the examination and approval of the resident representative offices of foreign non-economic organizations in the autonomous region; Responsible for the standardization of import and export trade; To guide the work related to the export commodity base, the quality management system of import and export commodities and the construction of export brands in the autonomous region.

(11) The Service Trade Office

takes the lead in formulating the development plans and policies of service trade in the autonomous region and organizing their implementation; Responsible for the promotion of service trade; Supervise commercial enterprises to implement national transportation laws, regulations and relevant systems; Responsible for the statistical work and comprehensive analysis of service trade in the autonomous region; To be responsible for formulating the business exhibition planning and annual plan of the autonomous region; Guide the construction of various domestic and foreign economic and trade fairs, fairs, exhibitions, fairs and promotion systems, and formulate and implement management measures for holding the above-mentioned activities abroad.

Implement the policies of import and export of mechanical and electrical products and high-tech products, processing trade, national import and export control and encouraging the export of complete sets of equipment; To formulate and implement the medium-and long-term development plan and annual plan for the import and export of mechanical and electrical products in our region and organize their implementation; To formulate measures for the administration of import and export bidding of mechanical and electrical products and complete sets of equipment, organize their implementation, approve import licenses of mechanical and electrical products according to law, and be responsible for the annual review of bidding qualifications of international tendering agencies for mechanical and electrical products; Participate in the formulation of the national export catalogue of high-tech products; Implement the strategy of rejuvenating trade through science and technology in conjunction with relevant departments, and be responsible for the management of export innovation bases through science and technology; Implement the national technology trade policy and be responsible for technology import and export; Implementing the measures for controlling the import and export of dual-use items and technologies, and being responsible for the supervision and management of the end users and end-use descriptions of the imported dual-use items and technologies; Manage the processing trade business, formulate the management measures for processing trade business and organize their implementation.

(XIII) Foreign Investment Management Office (Foreign-related Park Development Office)

Analyze and study the overall situation of foreign investment in the whole region; To implement the national regulations and policies on attracting foreign investment; Participate in the formulation of policies, management regulations, development strategies and medium-and long-term plans for foreign investment in our region, and put forward regulations and preferential measures for attracting foreign investment in our region; Macro guidance and management of the approval of contracts and articles of association of foreign-invested projects in the autonomous region and the issuance of approval certificates; Contracts and articles of association of foreign-invested enterprises within the approval authority and their changes; To be responsible for the examination and reporting of the establishment of foreign-invested enterprises above the quota stipulated by the state, which restrict investment and involve quota and license management, and their changes; Responsible for the statistics and comprehensive analysis of foreign investment in the whole region; Take the lead in organizing and implementing the joint annual inspection of foreign-invested enterprises; Responsible for managing and supervising the implementation of relevant laws, regulations and contracts by foreign-invested enterprises in our region and coordinating and solving related problems; Compile and compile the annual plan for export commodities of foreign-invested enterprises and the national plan for restricting import commodities, and organize their implementation; Responsible for the confirmation and assessment of foreign-invested advanced technology enterprises and export enterprises; Responsible for the examination and approval of processing trade of foreign-invested enterprises. Contact and guide the relevant work of the national economic and technological development zone, China-Kazakhstan Horgos International Border Cooperation Center, border economic cooperation zone and export processing zone in the whole region, and coordinate and handle related foreign-related business affairs.

(14) The Foreign Economic and Technical Cooperation Department

implements the rules, regulations and measures of the state and the autonomous region for foreign economic and technical cooperation; Organize and participate in the negotiations on foreign economic and technological cooperation in the autonomous region and be responsible for the implementation; Guide and supervise overseas project contracting and labor cooperation; To implement the management policy of China citizens' employment abroad; To undertake the work related to the protection of the rights and interests of overseas laborers and overseas employees; Approve overseas investment projects and overseas institutions within the authority, and assist the Economic and Commercial Counsellor's Office (room) of the embassy (consulate) abroad to implement supervision and management; Assist, supervise and manage foreign aid work; Responsible for the Central Asian regional economic cooperation mechanism; Responsible for the statistics and comprehensive analysis of foreign direct investment, overseas contracted projects and labor cooperation; To declare and manage multilateral, bilateral, international and non-governmental free aid projects; Contact international organizations and foreign government business organizations in China.

(15) Import and Export Fair Trade Office

(Industrial Damage Investigation Office)

Establish and guide the WTO database in our region and publicize WTO-related knowledge; Guide the enterprises in our region to respond to anti-monopoly in foreign countries; Organize and coordinate the implementation of anti-dumping, countervailing and safeguard measures in the autonomous region and other work related to import and export fair trade; Establish an early warning mechanism for import and export fair trade; To guide and coordinate foreign countries' response to anti-dumping, countervailing and safeguard measures against export commodities in our region and related work; Participate in the research and coordination of major economic and trade agreements, contract articles of association and major disputes; Responsible for business administrative reconsideration, administrative litigation, administrative compensation, administrative punishment and legal education. Responsible for the investigation and early warning of industrial damage; Monitor and analyze the influence of international economic development and abnormal import and export on the industry and industrial competitiveness of the autonomous region, and study and put forward suggestions on countermeasures; Guide and coordinate industrial safety response.

(XVI) The Regional Cooperation Office (Foreign Affairs Office)

is responsible for the organization and coordination of external activities in the commercial field of the autonomous region; Take the lead in organizing foreign economic and trade negotiations involving multilateral, regional and free trade zones; Participate in various activities of mixed economic and trade committees organized by the Ministry of Commerce; Responsible for the local coordination mechanism of regional economic and trade cooperation between our region and neighboring countries; Study and analyze the economic and trade policies and market information of key countries and regions, especially neighboring countries, and put forward policy suggestions; Responsible for the contact with China's foreign business advisory offices; Responsible for the foreign affairs of the office system; To formulate rules and regulations on commercial and foreign affairs in the autonomous region; Coordinate and participate in arranging important business and foreign affairs activities; Receive or participate in the reception of foreign government business delegations and important foreign businessmen; Responsible for the examination and approval of the economic and trade activities of the personnel at or below the county level in the system according to the authorization, and issue the approval documents for the frontier tasks; Invite foreigners engaged in economic and trade cooperation to engage in economic and trade cooperation in China; Go through the relevant formalities for the personnel of the office and directly affiliated units to go abroad. Responsible for the daily work of the office of the leading group for the construction of the Sino-Kazakh Horgos International Border Cooperation Center in the autonomous region.

(XVII) The Information Office

guides the information construction in the business field; To formulate relevant policies and measures for using e-commerce to explore domestic and foreign markets; Establish and improve the public service system of business information; To undertake the e-government and website management of the office; Guide the construction of import and export early warning, market operation and commodity supply and demand monitoring system.
