Article 2 These Provisions shall apply to the production, sale and use of disposable non-degradable plastic products within the administrative area of this Municipality.
The disposable non-degradable plastic products mentioned in these Provisions refer to disposable plastic products containing non-biodegradable polymer materials, including ultra-thin plastic shopping bags with a thickness of less than 1.125mm, polyethylene agricultural mulch films with a thickness of less than 1.11mm, disposable foamed plastic tableware, disposable plastic cotton swabs, daily chemical products containing plastic beads, non-degradable plastic bags, disposable plastic tableware, disposable plastic articles for hotels and restaurants, express plastic packaging and other needs prohibited or restricted by the Municipal People's Government according to actual conditions.
The categories of disposable non-degradable plastic products that are specifically prohibited or restricted shall be subject to catalog management in terms of time, region and industry. The formulation and dynamic adjustment of the catalogue of prohibitions and restrictions shall be put forward by the development and reform department of the Municipal People's Government in conjunction with the ecological environment and other relevant departments after demonstration and evaluation, submitted to the Municipal People's Government for approval, and announced to the public. Article 3 The prohibition and restriction of disposable non-degradable plastic products shall follow the principles of government guidance, multiple governance, source control and orderly promotion, put forward management requirements by classification, reasonably determine the implementation path, and actively and steadily promote the work. Article 4 The municipal, county and district people's governments shall strengthen their leadership over the work of prohibiting and restricting disposable non-degradable plastic products, organize, coordinate and urge relevant departments to perform their duties of supervision and management according to law, and include the required funds into the fiscal budget at the corresponding level.

Article 6 The development and reform department is responsible for strengthening industrial guidance with relevant departments, improving the types of biodegradable plastic products, and gradually expanding the replacement scope of biodegradable plastic products.
the competent department of ecological environment is responsible for implementing comprehensive law enforcement of ecological environmental protection in conjunction with relevant departments, and carrying out prevention and control of pollution caused by disposable non-degradable plastic products and related supervision and management work.
the economic and information technology department is responsible for organizing the production capacity of enterprises involved in the production of obsolete plastic products, and guiding relevant enterprises to make timely production adjustments.
the housing and urban-rural construction department is responsible for the supervision and management of the prohibition and restriction of disposable non-degradable plastic products in places such as temporary convenience points and temporary stalls.
the agricultural and rural departments are responsible for strengthening spot checks on agricultural plastic films sold in the market in conjunction with relevant departments, and carrying out supervision and management on the prohibition and restriction of disposable non-degradable plastic products in the agricultural field.
the commerce department is responsible for strengthening the guidance and management of prohibited and restricted disposable non-degradable plastic products in retail places, e-commerce platform enterprises, catering enterprises, take-away enterprises and various exhibition activities, and guiding and urging relevant enterprises to do a good job in product substitution.
the department of culture and tourism is responsible for incorporating the control requirements of disposable plastic products into the evaluation criteria of tourist attractions and star-rated hotels, and guiding scenic spots, hotels and hotels to comply with the control requirements of disposable non-degradable plastic products.
the health department is responsible for the supervision and management of the prohibition and restriction of disposable non-degradable plastic products in hospitals, clinics and other medical and health industries.
the market supervision department is responsible for organizing the quality supervision and spot check of disposable non-degradable plastic products, and investigating and dealing with illegal production and sales according to law.
the postal administration department is responsible for the supervision and management of prohibiting and restricting disposable non-degradable plastic products in the field of express delivery, and promoting the use of green packaging products for express delivery. Party and government organs, institutions and state-owned enterprises should give priority to purchasing biodegradable plastic products and reusable products. Article 9 Party and government organs, social organizations, enterprises and institutions, grass-roots mass autonomous organizations and news media shall strengthen publicity, education and scientific popularization of plastic pollution prevention and control, and enhance public awareness of ecological environmental protection.
schools should carry out knowledge popularization and education on prevention and control of plastic pollution. Tenth city, county and district people's governments shall establish a joint law enforcement mechanism between the competent department of ecological environment and other relevant departments, and promptly investigate and deal with violations of these provisions. Eleventh any unit or individual can report violations of these provisions through the mayor's hotline 12345 or to the relevant departments.
the department that receives the report shall handle it in time and inform the reporter of the result. If the real name is reported and verified to be true, the department that investigates and deals with illegal acts shall reward the informer in accordance with the relevant provisions.
