Chapter I General Provisions Article 1 In order to prevent and control water pollution in the Nansi Lake Basin, protect and improve the environment, safeguard human health and promote economic and social development, these Regulations are formulated in accordance with the laws and regulations of the state on environmental protection and in combination with the actual situation in the Nansi Lake Basin. Article 2 The "Nansi Lake" as mentioned in these Regulations refers to Guide Yang Lake, dushan lake Lake, Zhaoyang Lake and Weishan Lake.

The Nansi Lake Basin as mentioned in these Regulations refers to the areas where Jining City, Zaozhuang City, Tai 'an City, Laiwu City and Heze District take water from Nansi Lake.

These Regulations shall apply to the prevention and control of water pollution in Nansi Lake Basin within the administrative area of our province. Article 3 The prevention and control of water pollution in river basins shall adhere to the principles of giving priority to prevention, combining prevention with control and comprehensive management. The implementation of overall planning, unified management and classification, the principle of combining departmental management. Article 4 People's governments at all levels in the river basin shall be responsible for the environmental quality within their respective jurisdictions, incorporate the protection and improvement of water environment into the national economic and social development plans, annual plans and long-term goals, and take measures to prevent and control water pollution.

Article 5 The competent administrative department of environmental protection of the province shall exercise unified supervision and management over the prevention and control of water pollution in Nansi Lake Basin, and set up an agency to be specifically responsible for the supervision and management of water pollution prevention and control.

The competent administrative department of environmental protection of the people's government at or above the county level shall exercise unified supervision and management over the prevention and control of water pollution within its jurisdiction.

The port and shipping supervision and water resources management institutions established by the provincial transportation and water administrative departments shall supervise and manage the port and shipping pollution and water resources protection according to law. Article 6 Units that discharge pollutants into the water bodies of Nansihu Lake Basin shall meet the discharge standards in accordance with the principle of "whoever pollutes shall control it". Article 7 All units and individuals have the obligation to protect the water environment in the Nansi Lake Basin, and have the right to report and accuse acts that pollute the water environment.

Units and individuals that have made remarkable achievements in protecting and improving the water environment of Nansi Lake Basin shall be rewarded by the local people's government. Chapter II Preventive Measures Article 8 People's governments at all levels in the river basin shall take measures to plant trees, protect trees and vegetation and prevent soil erosion. Article 9 For the reconstruction of old cities and the construction of new cities within the river basin, the local people's governments concerned shall incorporate water source protection and water pollution prevention into urban planning, and build and improve sewage pipe networks and sewage treatment facilities. Tenth new construction, expansion and reconstruction projects that directly or indirectly discharge pollutants into river basins must abide by the provisions of laws and regulations on environmental protection management of construction projects. The environmental impact report (form) of a construction project shall be reviewed by the local environmental protection administrative department and approved by the administrative department of environmental protection at the next higher level before going through other formalities.

After the completion of the project, it shall be accepted by the competent administrative department of environmental protection that approved the environmental impact report (form). Eleventh in the basin strictly limit the development of serious pollution, purification devices can not meet the standards of construction projects; It is forbidden to build production projects such as papermaking and pulping, small electroplating, small tanning, small dyes, small bleaching and dyeing, indigenous coking, indigenous sulfur smelting, arsenic products, mercury products, lead products and radioactive products. Those that have been built should be managed within a time limit or switched to production and closed. Twelfth the following acts are strictly prohibited in the basin:

(1) Discharging or dumping oil, acid liquor, alkali liquor or highly toxic waste liquid into water bodies;

(2) Discharging or dumping waste residue containing mercury, cadmium, chromium, lead, arsenic, yellow phosphorus, cyanide, etc. Enter the water body;

(3) Discharging or dumping radioactive solid waste or waste water containing radioactive substances into water bodies;

(4) discharging high-concentration organic wastewater, hot wastewater and sewage containing pathogens into the water body;

(5) Discharging or dumping tailings, coal gangue, fly ash, urban garbage and other wastes into water bodies;

(6) Discharging, dumping, transporting or storing wastewater containing toxic pollutants, sewage containing pathogens and other wastes by using abandoned mines, pits and ditches without anti-leakage measures;

(seven) cleaning vehicles and boats that have stored toxic and harmful substances in the water. Thirteenth ports and docks in the harbor basin should be equipped with facilities to receive and treat oily wastewater and sewage. Motor boats over 22 kW need to be equipped with oil-water separators and oil collectors. Ships carrying oil or toxic goods should take measures to prevent leakage, overflow or scattering to prevent water pollution caused by falling into the water. Fourteenth units and individuals engaged in the production activities of ship-breaking industry in the basin shall implement the provisions of the Regulations on the Prevention and Control of Environmental Pollution by Ship-breaking. Fifteenth set up water source protection areas in the basin. Its scope is: Nansi Lake and 5 km land along the coast, and all rivers entering the lake can be traced back to the entrance of the lake 10 km and 2 km land along the coast. Sixteenth water source protection areas are strictly prohibited from the following acts:

(a) new construction, expansion and reconstruction projects that seriously pollute water bodies;

(2) Stacking, storing and burying industrial waste residue and other pollutants;

(three) the use of high residue pesticides. Seventeenth sewage units that seriously pollute water bodies should be treated within a time limit. Units that are listed as governance within a time limit shall complete the governance tasks on schedule.

The competent administrative department of environmental protection of the people's government at or above the county level shall be responsible for putting forward the list of governance within a time limit according to law, and reporting it to the people's government at the same level for decision and organizing its implementation.

The agency of the provincial environmental protection administrative department may put forward a list of pollutant discharge units that should be treated within a time limit, which shall be decided by the relevant people's government and organized for implementation.
