After the pollution incident, Qujing City entrusted Yuezhou Iron and Steel Group Co. On October 26, November 8, November 10 and November 28, 2011, four blast furnace production lines were launched for the harmless treatment of chromium slag, Luliang Chemical Phase I chromium slag detoxification production line was approved by the Municipal Environmental Protection Bureau on December 15 and transferred to the harmless disposal of historical chromium slag, and the current cumulative daily capacity of more than 1,400 tons. As of December 31, *** harmless disposal of chromium slag 48,623 tons, of which, the completion of 33,063 tons of new chromium slag harmless disposal task, the disposal of historical stockpiles of chromium slag 15,560 tons, Luliang chemical plant area of 47,623 tons of chromium slag (including historical legacy of chromium slag 14,560 tons) piled up in the harmless disposal of all the three slag depot on December 28, Qujing City, the inspection and acceptance of the slag depot.
During the chromium slag treatment process, Qujing City assigned all-weather supervisors to the enterprises to carry out supervisory monitoring of the detoxification process in accordance with the requirements of the technical specifications, to prevent secondary pollution from occurring. The results of the post-treatment monitoring and laboratory tests showed that all the indicators were better than the national standard values, and no hexavalent chromium was detected in the slag water and water quenching slag of the detoxification production line of Yuegang, the leachate of the dust ash of the blast furnace and the leachate and sewage of the contaminated soil after the detoxification of the chemical industry of Luliang, and the pollutant discharge of the detoxification production line of Luliang chemical industry did not cause any secondary pollution of the surroundings in the process of the treatment.
The waste materials generated during the harmless treatment of chromium slag are stacked in a special place, and the slag flushing water generated is recycled and pumped to the sewage treatment station in the plant for treatment; the sludge containing trivalent chromium generated from the treatment of wastewater is filtered and dewatered first and then processed in the detoxification production line. After the environmental monitoring around the Qujing Yuegang and Luliang chemical plant areas, it was shown that hexavalent chromium was not detected in the Yuezhou section of the Nanpanjiang River, and hexavalent chromium in the Luliang section of the Nanpanjiang River and the Tuanjie River reached the standard of Class II.
For the 148,400 tons of historical chrome dregs piled up by the river, Qujing City ensures that the task of harmless treatment will be fully completed by the end of 2012. At present, the second phase of Luliang Chemical 60,000 tons/year chrome residue harmless detoxification production line has completed investment of 61.8 million yuan, 85% of the civil engineering work is completed, on December 31 for the test run of the stand-alone machine.
Governance and remediation work has begun to show results
Since the chromium dregs pollution incident, Qujing City, in accordance with the requirements of the Ministry of Environmental Protection and the Provincial Environmental Protection Office, the contaminated illegal dumping site to carry out environmental risk assessment, preparation of governance and remediation programs and implementation of the governance responsibilities and funding and other work, at present, the rectification work has achieved stage-by-stage results.
By December 14, 2011, the cumulative removal of 7450.76 tons of contaminated soil, 5222 tons of chromium dregs, and 5673.42 cubic meters of contaminated water from 12 dumping sites in 3 areas and the surrounding villages had all been harmlessly treated. In addition, all the wells around the sand dumping site in Heping Village were closed, and safe tap water was received to the villagers' homes, completely eliminating the potential safety hazards.
Since the start of the treatment and restoration, Luliang Chemical invested 7.6 million yuan, the people's government of Kirin District invested more than 1 million yuan, more than 10,000 personnel, 5 diggers, 3 loaders, 27 transport vehicles, completely remove the contaminated soil and water, the illegal dumping point of the soil tracking and monitoring, once the suspected situation, timely disposal.
At present, the chromium slag dumping site of three areas of 12 points of treatment and restoration work is basically completed, the fork Chong reservoir substrate treatment basically meets the standard, and the peaceful village sand dumping point treatment work is nearing completion, the concentration of hexavalent chromium in the groundwater quality from the treatment of the former 8 ppm down to 0.18 ppm or less, and the water quality is significantly better. on December 31, the municipal people's government organization of environmental protection, industry and information technology, water affairs, Agriculture and other departments of the dumping site treatment and restoration work carried out a preliminary inspection.
At the same time, Qujing City commissioned the Institute of Geochemistry of the Chinese Academy of Sciences to take the lead, the Yunnan Institute of Environmental Sciences and the Yunnan Provincial Environmental Monitoring Center Station to cooperate in the environmental risk assessment of the dump site. November 8, the expert group formally entered the dump site, began the risk assessment work. At present, the risk assessment work has been carried out in the report preparation stage, plans to carry out the full range of Luliang chemical plant area pollution remediation work by the end of January next year.
