The Ministry of Education and the Ministry of Finance are responsible for the macro-management and leadership of the project, project review and approval, fund audit arrangement, project inspection and acceptance, etc. Set up a project expert steering committee to carry out business guidance, personnel training, research consultation, information collection and performance monitoring under the leadership of the two departments; Entrust a specialized agency to set up a project development management office to be responsible for the daily management of project implementation.

The project lead unit is responsible for managing the projects undertaken, determining the project leader, providing financial guarantee for the project development, supervising the use of funds in strict accordance with the financial system, coordinating the projects, and ensuring the completion of the project tasks at all stages. Project participants should actively support the work of project researchers and provide corresponding conditions and guarantees.

The person in charge of the project is specifically responsible for the project development, making the project development plan, organizing the research team, and arranging the use of funds in accordance with relevant regulations to ensure the quality of led project completion. If the person in charge of the project needs to be changed due to the development of the project, the project lead unit shall submit a written report to the Ministry of Education and the Ministry of Finance, and the two departments shall organize an expert steering committee for arbitration and defense.
