(A) apply for a comprehensive business license for the collection, storage and disposal of hazardous waste, shall have the following conditions:

1, there are more than three environmental engineering or related professional title of intermediate or above, and more than three years of experience in the management of solid waste pollution of technical personnel.

2, there are means of transportation that meet the requirements of the competent traffic department of the State Council on the safety of dangerous goods transportation.

3, there are in line with national or local environmental protection standards and safety requirements of the packaging tools, transit and temporary storage facilities and equipment, as well as acceptance of the storage facilities and equipment.

4, in line with national or local environmental protection standards and safety requirements of the disposal facilities, equipment and supporting pollution prevention and control facilities.

5, with the operation of hazardous waste disposal technology and techniques appropriate to the category.

6, there are hazardous waste management safety regulations, pollution prevention and control measures and emergency rescue measures.

7, disposal of hazardous wastes by landfill, landfill sites should be obtained in accordance with the law of land use rights.

(2) apply for a license to collect hazardous waste collection and operation shall have the following conditions:

1, rainproof, impermeable means of transport;

2, in line with national or local environmental protection standards and safety requirements of the packaging tools, transit and temporary storage facilities and equipment;

Hazardous wastes are defined in the National Hazardous Waste Inventory as:

Solid wastes and liquid wastes with one of the following circumstances are included in this list:

(a) one or more hazardous characteristics such as corrosive, toxic, flammable, reactive or infectious;

(ii) are not excluded from having hazardous characteristics, may cause harmful effects on the environment or human health, and need to be managed in accordance with hazardous waste.

Since the importing countries basically lack the technical means and economic capacity to treat and dispose of hazardous wastes, the importation of hazardous wastes will inevitably lead to damage to the local ecological environment and the health of the population.

Secondly, the proliferation of hazardous wastes to underdeveloped regions is in fact an evasion of the disposal responsibilities of their own countries, so that hazardous wastes are not properly treated and disposed of and spread into the environment, and the long-term accumulation of the results will inevitably jeopardize the global environment.

The danger of transboundary movement of hazardous wastes also lies in the fact that these wastes enter under the guise of trade, and the importers are trying to reap economic benefits without any regard for their possible impact on the environment and human health, and so they are not properly treated and disposed of. The transboundary movement of hazardous wastes has become one of the serious global environmental problems, and if no measures are taken to control it, it is bound to cause serious harm to the global environment.

Harm:

(1) Destruction of ecological environment. Arbitrary discharge, storage of hazardous waste in the rain groundwater long-term infiltration, diffusion effect, will pollute the water body and soil, reduce the environmental function of the region level.

(2) affect human health. Hazardous waste through ingestion, inhalation, skin absorption, eye contact and cause toxicity, or cause combustion, explosion and other hazardous events; long-term hazards, including repeated exposure to long-term poisoning, carcinogenicity, teratogenicity, mutagenicity and so on.

(3) Restriction of sustainable development. Hazardous waste is not treated or not standardized treatment and disposal of pollution brought about by the atmosphere, water, soil, etc. will also become a bottleneck to constrain economic activity.
