The administrative departments in charge of transportation, health, culture, sports, radio and television, municipal utilities, agricultural integration and justice shall implement these Provisions in accordance with the division of responsibilities. Article 4 An elderly person who has reached the age of 70 may apply to the local district or county (city) Working Committee on Ageing, and the Municipal Working Committee on Ageing will issue a "Senior Citizen's Preferential Card". Fifth elderly people who hold the "senior citizen card" can enjoy the following activities free of charge:
(a) to enter the park (except parks and large-scale commercial activities being held);
(2) Visiting museums, exhibition halls and memorial halls;
(3) Handling library cards;
(4) Entering public toilets;
(5) storing bicycles in non-motor vehicle parking lots;
(six) by bus or car (excluding the attached bus);
(seven) to seek legal advice from the law firm on their own affairs. Article 6 The elderly who hold the Senior Citizen's Preferential Card can enjoy preferential treatment in the following activities:
(a) in the city, county (city), district, township (town) hospital (health center) free registration (excluding expert outpatient service), and give priority to medical treatment, physical and chemical inspection, payment, pricing, medicine and hospitalization procedures;
(2) Admission to theaters, cultural palaces (museums), clubs and stadiums (gymnasiums) to watch movies, cultural programs and sports competitions (except major commercial activities and international sports competitions) is half price;
(3) Studying in a university for the aged, with half price;
(4) Take the through train and buy tickets at the same price (if it is less than 0. 1 yuan, it will be paid at 0. 1 yuan). Seventh elderly people over the age of 70 who live alone can pay 80% of the initial installation fee for installing home phones and cable TV with the "Certificate of Respect for the Elderly" and household registration, and give priority to installation. Eighth elderly people over the age of 60 have their legitimate rights and interests infringed, and if it is really difficult to bring a lawsuit to pay legal fees, they can postpone, reduce or exempt them; Legal aid is available to those who need the help of a lawyer but cannot afford it. Ninth rural elderly people over the age of 60 shall not bear the rural compulsory labor, labor accumulation and social collection fees except the taxes and fees prescribed by the state.
If the life of the elderly in rural areas is really difficult, they can reduce the rural overall planning fees and village retention fees they should pay.
The standard of living difficulties shall be determined by the district/county (city) Working Committee on Ageing in conjunction with the civil affairs department at the same level in light of the local actual situation, and shall be implemented after being approved by the district/county (city) people's government. Tenth elderly people who have reached the age of 60 but under the age of 70 can enjoy the following activities with the "Resident Identity Card":
(1) Admission to the park is free (except for parks in the park and large-scale commercial activities being held), and tickets for the zoo, amusement park, Sun Island Park and Window of Europe and Asia are half price;
(2) Bicycles are stored free of charge in non-motor vehicle parking lots;
(three) to provide free legal advice on their own affairs to the law firm. Eleventh 100 years old or older, the municipal people's government to give 100 yuan of nutritional subsidies every month.
The fee for respecting the elderly is allocated by the municipal finance and distributed by the Municipal Working Committee on Ageing. Twelfth hospitals, shops, restaurants, bathing, beauty salons, photography and other business places should set up signs to respect the elderly, provide quality services for the elderly, and create conditions to carry out telephone appointment home service to meet the needs of the elderly. Thirteenth these Provisions shall come into force as of April 6, 2005. 1On August 8, 994, the Provisions of Harbin Municipality on Preferential Treatment for the Elderly promulgated by the Municipal People's Government shall be abolished at the same time.
