Combined with the actual situation in our city, these measures are formulated. Article 2 The Municipal Public Utilities Bureau is the competent department of urban gas production and supply, and shall formulate the planning and design of gas production, supply and construction projects according to the economic and social development of Changchun City. City gas company is a gas production and supply enterprise, which is responsible for gas production and supply, installation, maintenance and management of pipelines, and serves urban production and people's lives. Municipal Construction Committee, Urban Construction Bureau, Labor and Personnel Bureau, Environmental Protection Bureau, Health Bureau and other departments should closely cooperate with gas production, supply and safety. Third gas production units and all users who use city gas shall be managed with reference to these measures. Chapter II Management of Gas Facilities Article 4 Urban gas transmission and distribution pipelines, gas storage tanks, pressure regulating stations, pump ports, gas meters and other facilities invested and built by the state or users shall be managed by gas companies. Fifth gas pipe network to the courtyard, the factory wall to the indoor pipeline and ancillary facilities property rights to the housing property unit, responsible for the management and maintenance costs. Sixth gas companies to repair or transform gas facilities as planned, the housing property unit shall not obstruct; Unplanned overhaul or renovation should be negotiated with the property right unit before the arrangement, and all relevant units and residents should give support. The required project costs, in addition to the real estate directly under the city, shall be borne by the housing property unit. Article 7 When the user needs to repair, update or dismantle the gas facilities due to blockage or leakage, he shall apply to the local gas management service station, and the gas company shall organize the construction, and the user shall not handle it without authorization. Eighth from the city gas low-pressure pipeline and its ancillary facilities around two meters, medium-pressure pipeline within three meters, not to build all kinds of above-ground and underground buildings, not to plant trees, not to dig pits and ditches. Piling and blasting operations shall be carried out after consultation and countersignature with the municipal gas company. Article 9 No unit or individual may interfere with or obstruct the gas company from developing users in the original pipeline. Tenth due to the needs of urban construction projects, it is necessary to relocate the location of gas facilities, which shall be approved by the gas company and organized for construction, and the project cost shall be borne by the construction unit. Eleventh city planning departments to determine the location of the project in case of underground gas pipelines, there must be a gas company logo. In case of construction that endangers the safety of gas facilities, the construction unit should contact the gas company before the construction, and the gas company will send people to check and monitor to ensure the normal operation of gas facilities. If the gas facilities are damaged, the construction unit shall bear the loss expenses. The gas company shall set up obvious signs on the facilities attached to the gas pipeline, such as suction ports, pressure taps, pressure regulating stations, valves, etc., and the municipal maintenance department and other construction units shall protect them from damage. Chapter III Gas Supply Management Article 12 The municipal gas company shall develop gas users in a planned way according to the overall urban construction planning and gas transmission and distribution capacity. When there is a contradiction between production gas and residents' domestic gas, priority should be given to ensuring domestic gas. Thirteenth units or individuals that need to install new gas and increase gas consumption need to apply to the gas company, and pay the relevant fees according to the regulations, and the gas company will design, construct and check the gas supply. Fourteenth gas users must use gas in accordance with the purpose and quantity determined by the examination and approval. If there is any change of use or name, you should go through the formalities at the local gas management department in time. When gas users stop using gas, they shall report to the gas company to stop supplying gas and dismantle facilities. If the user requests to keep the facility, he can charge the facility idle fee. Private users charge according to the standard of five cubic meters per month, and public users charge according to 40% of the planned monthly consumption. Fifteenth gas supply adopts low pressure continuous mode. If users need medium-pressure gas supply, they must be approved by the gas company and pay the booster fee. Sixteenth gas users must use the gas meter selected by the gas company and approved by the measurement management department to pay the gas fee on a monthly basis. Seventeenth gas companies should regularly check the gas meter, found that the fault should be timely maintenance. Users who have doubts about the accuracy of the gas meter shall be tested by the gas company. If the error after the test is less than 5%, it is a normal meter and the public user pays the test fee. If the error exceeds 5%, measurement is not allowed. If the gas fee exceeds the error, refund more and make up less, and replace it with a new meter. Eighteenth gas users are divided into public and civil, public and civil can not be mixed. The gas fee of public users is entrusted to the bank to handle the settlement procedures, and the gas fee of civil users is collected by the waiter at home, and the user may not breach the contract. Article 19 When public users plan to use gas, they shall report the gas plan to the gas company quarterly and annually. If there is any change in the gas consumption plan and production shift, it should be reported to the gas company in advance, and the gas consumption exceeds the planning department to increase the charge. Twentieth gas company service personnel should wear signs, pay attention to professional ethics, strictly abide by the work discipline and service convention, and serve users enthusiastically. Article 21 When the service personnel of a gas company need to remove obstacles, dig ditches, occupy roads and light when performing meter lookup, charging fees, maintaining facilities and installing gas, the relevant units or residents shall provide working conditions. Chapter IV Management of Safe Gas Use Article 22 Gas companies shall regularly inspect gas transmission and distribution pipelines and repair them in time when faults are found; When gas users find that gas facilities are damaged, leaked or blocked, they should report to the gas company in time, and the gas company should find out the reasons in time and carry out maintenance. Do not have the maintenance conditions to stop gas supply, to ensure safety.
