Article 7 The collection, transportation and disposal expenses of kitchen waste shall be charged in the municipal solid waste treatment fee, and the insufficient part shall be appropriately subsidized by the local people's government, and the overall solution measures shall be formulated. Article 8 The special environmental sanitation plan prepared by the municipal and county planning, land and resources, development and reform, urban management (city appearance and environmental sanitation) and other departments shall include the contents of kitchen waste treatment, and make overall arrangements for the layout, land use and scale of kitchen waste collection, transportation and disposal facilities. (5) Do not dump or pile up kitchen waste at will, and do not put or discharge kitchen waste into municipal facilities such as domestic waste collection facilities, sewage drainage pipes, rainwater pipes, farmland, rivers, channels, lakes, reservoirs and other places; ?
(6) Do not sell or transport kitchen waste; ?
(7) sign a written agreement with the kitchen waste collection and transportation enterprise, and hand it over to the kitchen waste collection and transportation enterprise that signed the agreement within 24 hours after the kitchen waste is generated, and shall not hand it over to other enterprises or individuals for collection and transportation. Fourteenth enterprises engaged in the collection, transportation and disposal of kitchen waste shall be approved by the administrative department of housing and urban and rural construction of the provincial people's government and obtain a license.
