In order to further strengthen the charge management of public kindergartens in Our City, standardize the charge behavior, protect the legitimate rights and interests of educated people and kindergartens, and promote the healthy development of preschool education, According to the spirit of Notice of the General Office of the State Council Forwarding the Guiding Opinions of the Ministry of Education and Other Departments (Units) on the Reform and Development of Early Childhood Education (No.13 [2113] of the State Council) and Notice of the General Office of the Chongqing Municipal People's Government Forwarding the Opinions of the Municipal Education Commission and Other Departments and Units on Accelerating the Reform and Development of Early Childhood Education (No.224 [2113] of the Chongqing Municipal People's Government), on the basis of careful investigation, calculation and full listening to the opinions of all sectors of society, The relevant regulations are hereby notified as follows:
1. Preschool education is non-compulsory, and the government, society, families and individuals shall share the educational cost reasonably, adhere to the principle of "grading by quality, charging by grade, offering high quality and good price", and

Private kindergartens shall, according to the Notice of Chongqing Municipal Bureau of Price, Chongqing Municipal Education Commission, Chongqing Municipal Labor and Social Security Bureau on Printing and Distributing the Detailed Rules for the Implementation of the Interim Measures for the Administration of Private Education Charges in Chongqing (Yu Jia [2115] No.487), reasonably determine the charging standard according to the educational cost, and report it to the competent price department at the same level and the administrative department of education for the record and publicity. Meals (including snacks) are paid on behalf of others, managed separately and used exclusively. The specific charging standard shall be determined through consultation between the kindergarten and the parents' committee according to the needs of children's balanced diet and the actual price level, and shall be reported to the education administrative department at the same level and the price administrative department for the record before implementation. The principle of "collecting expenses on behalf of others, making ends meet, refunding more and making up less, publishing on a monthly basis and settling accounts at the end of the period" shall be adhered to.
(3) The extended services for parents and children and the education of infants before the age of 3 in kindergartens must be carried out in accordance with the relevant regulations of the education department and adhere to the principle of voluntary participation of parents. The specific charging standards shall be determined through consultation between kindergartens and parents and reported to the education administrative department at the same level and the price administrative department for the record before implementation.
(4) during the winter and summer vacations, kindergartens should provide educational services for children according to the needs of parents. During the winter and summer vacations, the kindergarten runs classes, and the charging standard of its conservation education fee can rise by no more than 21% on the basis of the usual charging standard.
(5) Seven items of the original health care fee, special education experiment fee and collection fee, such as water and electricity fee, school supplies fee, recreational activity fee, physical examination fee and bedding depreciation fee, are included in the adjusted conservation education fee. In addition to the cost of conservation education and meals, kindergartens are not allowed to charge other fees in various names during normal working hours. (1) if children stop for one month or more for any reason after entering the park, and go through the formalities of stopping the park in advance, the fee for conservation education will be charged at 31% of the charging standard. Meals are charged according to the facts.
(2) If a child asks to leave the park or transfer to the park for some reason after entering the park, if the time spent in the park is less than half (including half) of the legal working day of the month, the nursing education fee will be charged according to the number of days spent in the park, and if it exceeds half, it will be charged according to the whole month. 5. Adhere to the system of fee reduction and exemption for children with financial difficulties in families, increase the financial assistance for children with financial difficulties in families, and reduce the cost of conservation education as appropriate for children with financial difficulties in families upon approval.
For children of Chongqing urban and rural low-income families; Orphans adopted by revolutionary martyrs' children and social welfare institutions (including those who are scattered and fostered by social welfare institutions in communities and residents' families) shall be exempted from part or all of the current conservation and education fees on the strength of the certificate issued by the civil affairs department, verified by the local kindergarten and reported to the local education administrative department for examination and approval.
VI. The relevant fees collected by kindergartens shall be used for special purposes, and no department or unit may intercept, occupy or misappropriate them. Price, finance and education departments at all levels should establish and improve the management system of kindergarten fees, and strengthen the supervision of kindergarten fees and the use of funds. Acts of illegal charges or transfer, interception and misappropriation of kindergarten fees should be dealt with severely in accordance with relevant regulations.
VII. Kindergarten fees should be handled in accordance with the regulations, and special financial bills uniformly printed by Chongqing Finance Bureau should be used. Implement a publicity system for education fees and accept supervision by the masses. Kindergartens should be equipped with teaching staff and recruit students in accordance with the "Standards for the Establishment of Teaching Staff in Full-time and Boarding Kindergartens" (No.136 [2112] of Chongqing Office). For kindergartens that are not equipped with teaching staff and 21% of the over-class enrollment, the fee will be reduced by one grade.
8. The price bureaus, finance bureaus and education committees of all districts and counties (autonomous counties) shall, according to the actual situation in their respective regions and on the basis of calculating the education cost, formulate specific implementation plans for regulating and adjusting the charging standards of public kindergartens in their respective regions, and report them to the local government for approval before implementation, and in principle, they shall be implemented from the spring semester of 2111. Interim Measures for the Administration of Private Education Charges in Chongqing
Detailed Rules for Implementation Article 1 In order to promote the healthy development of private education, standardize the charging behavior of private schools, and protect the legitimate rights and interests of private schools and educatees, these Detailed Rules are formulated in accordance with the Interim Measures for the Administration of Private Education Charges and in combination with the actual situation of our city.
article 2 these detailed rules are applicable to all kinds of private schools and private educational institutions at all levels (hereinafter referred to as "private schools") organized by social organizations or individuals other than state institutions with non-state financial funds.
Article 3 Private schools may charge tuition fees (or training fees, the same below) for educatees, and may charge accommodation fees for students who live on campus.
article 4 the fees collected and entrusted by private schools for the convenience of students during their study in school shall follow the principle of "students voluntarily, truthfully, timely settlement and regular announcement", and shall not be collected together with tuition fees and accommodation fees.
article 5 fees charged by private schools are divided into academic education fees and non-academic education fees.
Article 6 The standard of tuition and accommodation fees charged by private schools for educated people with academic qualifications shall be reported to the competent price department for approval according to the following procedures, and a Fee Permit shall be handled according to regulations:
(1) Private schools approved by the municipal or above education or labor and social security administrative department shall formulate or adjust the standard of tuition and accommodation fees, and submit a written application to the municipal education or the municipal labor and social security administrative department for review according to the school category and affiliation.
(2) private schools approved by the education or labor and social security administrative departments of counties (autonomous counties and cities) shall formulate or adjust the tuition and accommodation standards, and the private schools shall submit a written application, which shall be reported to the education or labor and social security administrative departments of counties (autonomous counties and cities) for examination according to the school category and affiliation, and shall be sent to the competent price department at the same level for approval by the education or labor and social security administrative departments of counties (autonomous counties and cities).
Article 7 The standard of tuition and accommodation fees charged by private schools for educatees who receive non-academic education shall be determined by private schools themselves, and shall be reported to the competent pricing department and the administrative department of education or labor and social security for the record according to the following procedures:
(1) Private schools approved by the administrative department of education or labor and social security at or above the municipal level shall be reported to the municipal competent pricing department, the municipal education or the municipal administrative department of labor and social security for the record.
(2) Private schools approved by the administrative departments of education or labor and social security in counties (autonomous counties, cities) shall be reported to the competent price departments and the administrative departments of education or labor and social security in counties (autonomous counties, cities) for the record.
Article 8 When a private school applies to formulate or adjust the charging standard for academic education, it shall submit the following materials:
(1) Relevant information of the school applying for it, including the name, address, legal representative, legal person registration certificate and the school-running license issued by the education administrative department or the labor and social security administrative department;
(2) Specific items for applying for formulating or adjusting education charging standards;
(3) the current educational charging standards and the range of educational charging standards to be formulated or to be adjusted, as well as the annual fees and the adjusted increase or decrease of fees;
(4) the basis and reasons for applying for setting or adjusting the standard of education fees;
(5) the impact of applying for the establishment or adjustment of education fees on students' burden and school income and expenditure;
(6) the income and expenditure of the applicant school in the past three years, including the number of teaching staff, the number of students converted to the standard according to regulations, the cost of education and training per student, the expenditure on the purchase and construction of fixed assets and major repairs in the financial statements, the purchase of educational equipment, the total wages and welfare expenses and other major indicators;
(7) other materials required by the competent price department, the administrative department of education or the administrative department of labor and social security.
the materials provided by the applicant school should be authentic, legal and effective.
Article 9 The tuition standard for academic education in private schools shall be formulated according to the principle of compensatory education cost and with due consideration to the factors of reasonable return.
the education cost includes the normal expenses of school education and management, such as personnel expenses, official expenses, business expenses, repair expenses, depreciation expenses of fixed assets, and excludes the abnormal expenses such as disaster losses and accidents, and the expenses of school-run industries and operations.
The standard of educational accommodation fee for private schools is determined according to the actual cost.
article 11 the tuition fees of private schools shall be collected by the "old methods and new methods for new students".
article 11 private schools shall charge tuition and accommodation fees by semester or school year for educatees with higher academic qualifications, and shall not collect them in advance across school years.
private schools charge tuition and accommodation fees for other educated people who receive academic education by semester, and may not collect them in advance across semesters.
Article 12 The people's governments of counties (autonomous counties and cities) may sign agreements with private schools to entrust them with some compulsory education tasks according to the needs of compulsory education in their respective administrative areas. Where the people's governments of counties (autonomous counties, cities) entrust private schools to undertake the task of compulsory education, they shall allocate corresponding education funds according to the number of students receiving compulsory education and the per capita education funding standards of local public schools that implement compulsory education.
the fees charged by private schools entrusted by the people's governments of counties (autonomous counties, cities) to undertake the task of compulsory education to the students enrolled in the agreement shall be implemented according to the charging standards of similar local public schools at the same level.
Article 13 When students of private schools drop out (transfer), the school shall refund the corresponding fees to the students according to the following different situations:
(1) If private schools distribute false enrollment advertisements and brochures in violation of state regulations, and make false enrollment propaganda, the fees collected (including the escrow fees) shall be fully repaid.
(2) if students are enlisted in the army (except graduates), the tuition and accommodation fees collected in the current period shall be fully refunded.
(3) Students receiving academic education who need to drop out of school or voluntarily drop out of school due to accidents, serious diseases or poor academic performance, and who transfer to other schools in accordance with the regulations, will be refunded according to the balance after deducting the current tuition and accommodation fees. The school deducts at least 5% of the current tuition and accommodation fees.
the calculation formula of current tuition and accommodation fee deduction is: the current deduction amount of the school = [the number of days from the beginning of the current semester to the completion of the withdrawal (transfer) procedures ÷ the number of days in the current period] × [tuition+accommodation fee]
(4) If a student who has received academic education is expelled due to violation of law and discipline, it shall be regarded as the current period within one month (inclusive) after the start of the semester.
