Article 4 The promotion of civilized behavior shall adhere to the principles of Party committee leadership, government promotion, social participation and the combination of rewards and punishments, and form a long-term mechanism for the promotion of civilized behavior. Fifth city, county (city) district spiritual civilization construction steering committee to co-ordinate and guide the promotion of civilized behavior within their respective administrative areas.

(11) other civilized behaviors that should be advocated. Article 11 Encourage the following civilized behaviors:

(1) Take appropriate measures that are suitable for one's own abilities to do good deeds;

(2) Healthy citizens aged 18 to 55 donate blood voluntarily;

(3) to carry out charitable activities such as helping the poor, helping the poor, helping the elderly, saving orphans, caring for the sick, helping the disabled and giving special care according to law;

Public security, urban management, market supervision and management departments should investigate and deal with illegal and uncivilized behaviors according to law. Sixteenth schools should carry out civilized behavior and civilized etiquette education, promote students to develop civilized behavior habits, and control uncivilized behavior on campus.
