Article 2 These Measures shall apply to the quarantine administration of aquatic animals and their products within the administrative area of this Municipality. Article 3 The aquatic animals and their products mentioned in these Measures refer to fish, crustaceans, shellfish, mollusks, fresh aquatic animals and frozen products. , legally fishing and breeding from marine and inland waters. Article 4 The municipal administrative department of agriculture and animal husbandry shall be in charge of the quarantine management of aquatic animals and their products in the whole city.

The municipal supervising agency for aquatic animal epidemic prevention is specifically responsible for the daily work of quarantine management of aquatic animals and their products in the city, and undertakes the quarantine work of aquatic animals and their products within the scope of Chengguan, Qilihe, Xigu and Anning.

The administrative departments of agriculture and animal husbandry in Yongdeng, Yuzhong, Gaolan County and Honggu District are responsible for the quarantine management of aquatic animals and their products in this area.

The administrative departments of industry and commerce, health, transportation, commerce and other relevant units such as aviation and railways shall, within the scope of their respective duties, cooperate with the quarantine management of aquatic animals and their products. Article 5 Supervisors of aquatic animal epidemic prevention and quarantine personnel of aquatic animals and their products shall obtain corresponding qualification certificates in accordance with relevant state regulations.

Supervisors of aquatic animal epidemic prevention shall produce corresponding law enforcement certificates when performing their supervisory duties according to law.

When performing the quarantine task, the quarantine personnel of aquatic animals and their products shall produce the corresponding qualification certificates, abide by the quarantine regulations stipulated by the state, and be responsible for the quarantine results. Article 6 Units and individuals engaged in production and business activities such as aquaculture, processing, storage, transportation and sales of aquatic animals and their products shall meet the conditions for animal epidemic prevention prescribed by the state and accept the supervision and inspection of the supervising agencies for aquatic animal epidemic prevention; Aquatic animals and their products produced and operated shall be accompanied by a national unified quarantine certificate issued by the supervising agency for aquatic animal epidemic prevention.

It is forbidden to operate aquatic animals and their products that have not been quarantined or failed to pass quarantine inspection. Article 7 Units and individuals engaged in the production and business activities of aquatic animals and their products shall, in accordance with the relevant provisions of the state, disinfect the tools, facilities, packages, vehicles and water bodies for breeding, processing, storing, transporting and selling aquatic animals and their products.

Persons suffering from human and animal infectious diseases and diseases that hinder food hygiene shall not directly engage in the production and business activities of aquatic animals and their products. Article 8 The supervising agencies for aquatic animal epidemic prevention may set up inspection rooms in the wholesale markets for aquatic animals and their products and railway, highway, aviation and water transport stations for transporting aquatic animals and their products, but the inspection rooms in air stations shall be set up by the supervising agencies for aquatic animal epidemic prevention of the city.

Wholesale markets for aquatic animals and their products, railway, highway, aviation, water transport and other carrier units shall cooperate with the quarantine work of the supervising agencies for aquatic animal epidemic prevention. Article 9 Where aquatic animals and their products are transported by railway, highway, waterway or air, the shipper shall consign them with the quarantine certificate issued by the quarantine institution of aquatic animals and their products, and the carrier shall carry them with the quarantine certificate. Article 10 The supervising agency for aquatic animal epidemic prevention may examine the quarantine certificates attached to aquatic animals and their products entering this Municipality from other places; If any of the following circumstances is found in the review, a sampling inspection may be conducted:

(1) The certificate is inconsistent with the materials;

(2) The quarantine certificate has expired;

(3) The quarantine certificate is suspected of being transferred, altered or forged.

Aquatic animals and their products entering the city from other places without quarantine certificate shall be quarantined in time by the supervising agency for aquatic animal epidemic prevention in this city; If it cannot be quarantined on the spot, the owner shall transport it to the storage place designated by the supervising agency for aquatic animal epidemic prevention for quarantine.

The storage and quarantine expenses shall be borne by the owner.

Aquatic animals and their products in the first, second and third class animal epidemic areas of the country are prohibited from entering this city. Eleventh aquatic animals and their products transported to other parts of this Municipality shall be accompanied by a quarantine certificate issued by the supervising agency for aquatic animal epidemic prevention in this Municipality. Twelfth hotels, restaurants, guest houses, canteens and other catering establishments shall not operate aquatic animals and their products that have not been quarantined by the supervising agencies for aquatic animal epidemic prevention or have failed to pass the quarantine.

The supervising agency for aquatic animal epidemic prevention has the right to supervise and inspect the quarantine of aquatic animals and their products operated in the catering establishments listed in the preceding paragraph. Thirteenth aquatic animal epidemic prevention supervision institutions in the inspection and quarantine of aquatic animals and their products, according to different situations, take the following measures according to law:

(1) Sampling and detention;

(2) sampling inspection, supplementary inspection and reinspection;

(3) isolate, seal up and deal with the epidemic or suspected epidemic in time. Article 14 Aquatic animals and their products that fail to pass the quarantine inspection by the supervising agency for aquatic animal epidemic prevention shall be disinfected, frozen at high temperature, chemically treated or otherwise treated harmlessly by the owner under the supervision of quarantine personnel; If the owner refuses to handle it, it shall be handled by the supervising agency for aquatic animal epidemic prevention according to law. The cost of harmless treatment shall be borne by the owner.

The administrative departments of agriculture and animal husbandry and the supervising agencies for aquatic animal epidemic prevention shall actively introduce and adopt high-tech and harmless treatment technologies that can effectively prevent environmental pollution.
