Regular factories have business licenses. Under normal circumstances, factories must apply for industrial and commercial business licenses before preparation, and can only start production after various pre-licensing procedures or post-licensing. The factory starts production without various licenses, which belongs to unlicensed production. It is illegal for the relevant administrative departments to prohibit you from starting production.

Processing plants without business licenses will be sanctioned by law. Industrial and commercial enterprises or individual operators without business licenses are not allowed to start business. It is not allowed to engrave official seals, sign contracts, register trademarks or publish advertisements. Banks are not allowed to open accounts.

According to Article 2 of the Measures for Investigating and Banning Unlicensed Operation, no unit or individual may engage in unlicensed operation in violation of laws and regulations. Article 3 For business activities involving human health, public safety, production safety, environmental protection, development and utilization of natural resources and other laws and regulations, the licensing examination and approval department must carry out licensing examination and approval in strict accordance with the conditions and procedures stipulated by laws and regulations. The administrative department for industry and commerce must go through the registration formalities with the license or other approval documents issued by the license examination and approval department and issue a business license.
