I. Responsibility objectives

(A) environmental quality objectives

1. The ambient air quality in Fuzhou, Fuqing and Changle reaches more than 90% every year.

2. The compliance rate of water quality and environmental functional zones in Minjiang River and Aojiang River (Fuzhou section) is over 90%, that of Longjiang River is over 70%, and that of coastal waters is over 50%.

3. The water quality compliance rate of urban centralized drinking water sources is over 95%, and the water quality compliance rate of inland water environment functional zones in Fuzhou is over 60%. The water quality of West Lake meets the Class V water quality standard of surface water.

(2) Pollution control objectives

1. Complete the total control targets of sulfur dioxide and chemical oxygen demand issued by the province.

2. Before the end of 2006, the facilities that pollute and destroy water sources in the first-class protected areas of centralized drinking water sources at or above the county level shall be dismantled according to law, and the delineation of urban centralized drinking water source protected areas shall be completed.

3. All industrial hazardous wastes and medical wastes are treated in a standardized way; Industrial enterprises achieve stable discharge standards and complete the annual cleaner production audit plan; Major industrial enterprises generally implement cleaner production, promote the construction of Fuzhou Economic and Technological Development Zone Eco-industrial Park, Fuzhou Qingkou Automobile City Eco-industrial Park and circular economy demonstration enterprises as planned, and complete the pollution control standards of Minqing ceramic enterprises.

4. Fuzhou sewage treatment rate is 80%, and garbage harmless treatment rate is over 98%. Each county (city) should build a sewage treatment plant with 1 or more and a garbage harmless treatment plant with 1 or more, and the sewage treatment rate and garbage harmless treatment rate will reach over 60% respectively, of which the sewage treatment rate in Fuqing City and Changle City will reach 70%, and the garbage harmless treatment rate will reach over 95%, which will meet the discharge standards.

5. By the end of 2008, buses burning diesel in Fuzhou will meet the emission standards; By the end of 20 10, all motor vehicles will meet the emission standards.

(3) Ecological protection objectives

1. By the end of 2006, the city and county (district) ecological construction plan was completed and approved by the city and county (district) government or the National People's Congress for implementation.

2. Before the end of 2006, complete the preparation of livestock and poultry breeding development planning and pollution control planning, and completely dismantle the livestock and poultry farms built in the forbidden areas after the demarcation of the forbidden areas, as well as the livestock and poultry farms that failed to meet the standards before the demarcation; By the end of 2008, the management of large-scale livestock and poultry farms outside the forbidden area was completed.

3. By the end of 2006, complete the urban garbage remediation plan of Aojiang River Basin; Before June 2007, complete the county (city) garbage disposal special plan and domestic garbage disposal action plan. By 20 10, the garbage disposal task of "Home Cleaning Action" during the Eleventh Five-Year Plan period was completed.

(d) Environmental regulatory capacity objectives

1. Investigate and deal with the polluting units listed and supervised by the state and the province as required; There is no violation of national laws and regulations, decision-making mistakes that cause major environmental accidents, or acts that interfere with law enforcement and cause serious consequences.

2. Governments at all levels and environmental protection departments formulate and implement environmental emergency plans, improve the monitoring instruments and equipment of environmental emergency vehicle-mounted mobile laboratory (environmental emergency monitoring vehicle), and timely report the information of environmental pollution and ecological damage accidents, and no major environmental incidents have occurred.

3. The growth rate of environmental protection investment in the city is higher than the economic growth rate, and the expenditure subject system of "2 1 1 environmental protection" is implemented.

4. All the pollutant discharge units listed in the pollution source automatic monitoring plan have installed online monitoring equipment, and Fuqing, Changle, Minhou and Luoyuan have built environmental automatic monitoring sub-centers.

5. At the end of 2008, environmental monitoring stations of environmental protection departments at all levels passed the qualification certification (including metrological certification) at or above the provincial level, and environmental monitoring institutions in Fuzhou, Fuqing and Changle passed the provincial-level standardization construction acceptance; At the end of 20 10, all county (district) environmental monitoring institutions passed the provincial standardization construction acceptance, and Changle, Minqing, Minhou, Lianjiang, Luoyuan and Mawei environmental monitoring stations passed the provincial standardization acceptance.

Second, the target assessment

(a) local governments should formulate annual plan responsibility, submitted to the provincial environmental protection bureau for the record, and conduct self-examination on the completion of the annual plan;
