Legal analysis: conditions for approval of science and technology business incubators:

(1) enterprises and institutions registered in Shenzhen according to law with independent legal personality;

(e) more than 30% of the incubatees have independent intellectual property rights (excluding trademarks);

(f) the incubator has its own seed capital or incubation capital of not less than RMB 3 million, and there are at least two cases of using the capital;

(g) the incubator has its own seed capital or incubation capital of not less than RMB 3 million, and has at least two cases;

(vii) it has a professional team to provide incubation services, including no less than 5 full-time staff;

(viii) the incubator has been in operation for no less than 1 year as of the deadline for filing;

(ix) for those who have been granted prior funding for science and technology business incubators, their projects must be qualified for acceptance and expenses incurred by the financial assistance funds shall not be duplicated in filing for funding.

In order to implement the spirit of the National Conference on Science and Technology Innovation, to promote the city's science and technology business incubation carrier (hereinafter referred to as the incubation carrier) construction, to build a vibrant ecological system of science and technology innovation, according to the relevant provisions of the State, the formulation of this measure.

(3) Upgrading business incubators. Support social forces to set up incubators to provide training, counseling, consulting, legal, accounting, venture capital, as well as research and development, trial production, business sites and **** enjoyment facilities for start-up science and technology enterprises, and increase support for existing incubators.

(4) Create business gas pedals. The science and technology authorities of the municipal government (new district management committees) have joined hands with social forces to create gas pedals. Through the innovation of institutional mechanism, industrial organization and service mode, they provide **** technology development, testing pilot, intellectual property rights, equity investment, human resources, facilities management and other high-end services.

(V) Promote the construction of science and technology parks. In accordance with the principle of integrated planning and market operation, support social forces to build science and technology parks, and promote the development of emerging industry clusters.
