The cheap way to do it is to go at lunchtime (no other stuff just a regular entree like macaroni or something) for about $30 CAD per person. Going at dinner time and ordering a meat entree plus a small appetizer and dessert would be enough for under 100. That figure doesn't include tax and tip.
The only difference is that the restaurant rotates 360 degrees overlooking downtown Vancouver. If you go to a lot of people for insurance purposes, of course, you can make a reservation, usually during the day there are basically not many people.
