The procedures for opening a ktv are as follows:

1. Apply to the competent cultural department of the local people's government at the county level; To establish a Chinese-foreign joint venture or Chinese-foreign cooperative KTV, an application shall be submitted to the competent cultural department of the local people's government of the province, autonomous region or municipality directly under the Central Government;

2. when submitting relevant materials, the investor, the legal representative to be appointed and other responsible persons shall submit a written statement that they are not prohibited from working in KTV. The applicant shall be responsible for the authenticity of the written statement;

3. The competent cultural department that accepts the application shall check the written statement with the public security department or other relevant units, and the public security department or other relevant units shall cooperate; If it is verified and approved, an entertainment business license will be issued, and the number of consumers accommodated by KTV will be verified according to the regulations of the competent cultural department of the State Council; If it is not approved, it shall notify the applicant in writing and explain the reasons;

4. Go through the examination and approval procedures for fire control, sanitation and environmental protection;

5. The competent cultural department approves the entertainment venue to hold a hearing;

6. After obtaining the entertainment business license and the approval documents related to fire control, sanitation and environmental protection, the applicant shall go through the registration formalities with the administrative department for industry and commerce according to law and obtain the business license;

7. After obtaining the business license, file it with the local county-level public security department within 15 days.

Where an entertainment place rebuilds or expands its business premises, or changes its venue, major facilities and equipment, investment personnel, or changes the items specified in the entertainment business license, it shall apply to the original license-issuing organ for re-issuance of the entertainment business license, and file with the public security department; If it is necessary to go through the registration of change, it shall go through the registration of change with the administrative department for industry and commerce according to law.
