In government procurement activities, welfare units for persons with disabilities are regarded as small and micro-enterprises, and enjoy government procurement policies to promote the development of small and medium-sized enterprises, such as reserved shares and price exclusion in evaluation.
The Notice on Government Procurement Policies for Promoting the Employment of Persons with Disabilities, Article 2 provides that eligible welfare units for persons with disabilities shall provide the "Letter of Declaration for Welfare Units for Persons with Disabilities" stipulated in the Notice when participating in government procurement activities, and shall be responsible for the authenticity of the declaration. Any unit or individual in government procurement activities shall not require disabled welfare units to provide other materials to prove the content of the declaration letter.
Requirements:
1. In government procurement activities, welfare units for persons with disabilities are regarded as small and micro-enterprises, and enjoy government procurement policies to promote small and medium-sized enterprises, such as reserved share and price deduction in evaluation.
2. The amount of procurement from welfare units for persons with disabilities is included in the statistics of procurement for small and medium-sized enterprises. If the welfare unit for the disabled belongs to small and micro-enterprises, the policy will not be repeated.
3, the purchaser of goods or services above the amount of public bidding standards, due to the implementation of policies to promote the employment of persons with disabilities, the need to fulfill the relevant reporting and approval procedures in accordance with the law, may be used in procurement methods other than public bidding.
