Article 2 The term "dust pollution" as mentioned in these Measures refers to the pollution to the atmospheric environment caused by dust, dust, lampblack and smoke generated in engineering construction, demolition of buildings (structures), land remediation, greening construction, material transportation and stacking, cleaning and cleaning, stone (broken) excavation, catering business, industrial production and other activities. Article 3 These Measures shall apply to the prevention and control of dust pollution and related management activities in the main urban areas of this Municipality.

Article 4 The Municipal People's Government shall implement the annual target responsibility system for the prevention and control of dust pollution in the main urban areas.

administrative supervision, environmental protection, government supervision and other departments (institutions) should strengthen supervision and inspection of dust pollution prevention and control. Article 5 The competent department of environmental protection shall exercise unified supervision and management over the prevention and control of dust pollution. Its main responsibilities are:

(1) to draw up the dust pollution prevention and control plan, annual target and task decomposition plan, and organize their implementation after being approved by the people's government at the corresponding level;

(2) Organize dust pollution prevention and monitoring, and publish relevant information daily;

(3) to undertake the specific work of inspection, supervision and assessment of dust pollution prevention and control by the people's government at the corresponding level;

(4) to be responsible for the supervision and management of dust pollution prevention and control in fixed places of production and operation enterprises;

(5) Other duties as stipulated by laws and regulations.

the competent departments of municipal administration, public security, transportation, water conservancy, development and reform, land and housing management, urban and rural construction, urban and rural planning, economy and informatization, landscaping, etc. shall do a good job in the prevention and control of dust pollution in accordance with the relevant laws, regulations and the responsibilities stipulated in these Measures. Article 6 The people's governments of the city and the districts in the main city shall increase the investment in the prevention and control of dust pollution to ensure the needs of the prevention and control of dust pollution. Seventh any unit or individual has the right to report and complain about the behavior that causes dust pollution.

the competent department of environmental protection and other departments responsible for the supervision and management of dust pollution shall set up supervision telephones and report mailboxes and publicize them to the public to accept reports and complaints. Chapter II Prevention and Control of Pollution Article 8 The construction units of projects such as engineering construction, demolition of buildings, land improvement and greening construction shall include the cost of dust pollution prevention and control in the project budget, and specify the obligation of dust pollution prevention and control of the construction units in the construction contract.

the construction unit shall, in accordance with the technical specifications for dust pollution prevention and control, and in combination with the actual situation of the project, formulate a dust pollution prevention and control plan and prepare a dust pollution prevention and control budget, and report them to the municipal administration department and the competent department responsible for the supervision and management of dust pollution prevention and control of this project for the record before the start of construction. Article 9 The construction operation shall comply with the following provisions:

(1) A fence or hard closed enclosure of not less than 1.8m shall be set around the construction site according to the requirements of the specifications;

(2) Harden the roads at the entrance and exit of the construction site and take measures such as washing and sprinkling to control dust;

(3) set up vehicle cleaning facilities and supporting grit chambers and intercepting ditches to wash vehicles leaving the construction site;

(4) In the construction that produces a large amount of mud, corresponding mud pools and mud ditches shall be provided to prevent the mud from flowing out, and the waste mud shall be transported outside by closed tank trucks;

(5) Stack river sand, stone powder, cement, mortar, plaster and other materials scattered by Jerry Liau in the open air and construction waste that cannot be removed within 48 hours, set up a closed fence not lower than the height of the stacked materials and cover the stacked materials;

(6) Ready-mixed concrete is used in construction projects with a building area of 1,111 square meters or a concrete consumption of more than 511 cubic meters;

(7) It is forbidden to throw construction waste or materials scattered by Jerry Liau from a height of more than 3 meters;

(8) carry out closed construction on the working surfaces (points) such as excavation, blasting, demolition and cutting, or take dust control and dust reduction measures such as sprinkling water and spraying. (2) Greening or covering the roadside tree pond;

(3) The planting soil of the green belt and flower bed shall not be higher than the edge of the green belt and flower bed.
