Article 19 Pipeline gas operators shall be responsible for the operation, maintenance, emergency repair, renovation and transformation of municipal gas facilities within their gas supply scope and gas facilities outside the exclusive part of the owner in the building division. Pipeline gas operators shall, in accordance with the provisions of the gas supply and use contracts, bear corresponding management responsibilities for the gas facilities of gas users.

Article 21 If pipeline gas operators need to temporarily adjust gas supply or suspend gas supply due to construction, maintenance and other reasons, they shall announce the operation time and affected area 48 hours in advance or notify gas users in writing, and resume normal gas supply in time according to relevant regulations; If gas supply is affected by emergencies, emergency measures shall be taken and gas users shall be notified in time. If a gas operator suspends its business, it shall make proper arrangements in advance for the normal use of gas by gas users within its gas supply range, and report to the local gas management department 91 working days before it is approved.

Article 21 In any of the following circumstances, the gas management department shall take measures to ensure the normal gas consumption of gas users:

(1) The pipeline gas operators temporarily adjust the gas supply or suspend the gas supply and fail to resume the normal gas supply in time;

(2) the pipeline gas operator fails to take emergency measures because of the emergency affecting gas supply;

(3) gas operators stop business without authorization;

(4) the gas management department withdraws, cancels, cancels or revokes the gas business license according to law.
