1. Background of Formulating the Implementation Plan of Yanbian Korean Autonomous Prefecture to Establish a National Model State of National Unity and Progress (hereinafter referred to as the Implementation Plan)

In order to further explore the effective mode of establishing activities in prefecture-level administrative divisions in areas where ethnic groups live in concentrated communities and provide reference and demonstration for similar places, the State Ethnic Affairs Commission decided to establish a National Model State of National Unity and Progress on the basis of summarizing the practical experience of supporting Changji Hui Autonomous Prefecture in Xinjiang to establish a National Model State of National Unity and Progress (hereinafter referred to as the Implementation Plan). On May 25th, the State Ethnic Affairs Commission issued the Notice of the General Office of the State Ethnic Affairs Commission on the application for the establishment of a pilot unit of "National Demonstration State of National Unity and Progress (region, city and league)" (No.211352 issued by the People's Government).

The circular pointed out that this pilot project should select the states with good foundation, high initiative and representative activities throughout the country, guide and support these states to systematically carry out targeted, rich in content and various forms of creation activities based on local conditions, comprehensively and correctly implement the ethnic policies of the party and the state, and promote the all-round development of local economy and society. We will strive to cultivate a number of states with outstanding typical demonstration roles after three years' comprehensive establishment (by the end of 2115), give full play to their demonstration role, carry out extensive, in-depth and lasting establishment activities from point to area, and promote the all-round development of national unity and progress.

III. Purpose of Formulating the Implementation Plan
