The term "civilized behavior" as mentioned in these Regulations refers to the behavior of observing the provisions of the Constitution, laws and regulations, practicing socialist core values, meeting the requirements of socialist morality, maintaining public order and good customs, leading social customs and promoting social civilization and progress. Article 3 Civilized behavior norms and advocacy work should adhere to the principles of people-oriented, * * building * * enjoyment, overall promotion, and combination of rewards and punishments, improve the working mechanism of unified leadership by party committees, implementation by government organizations, division of responsibilities by all parties, and active participation by society, so as to realize scientific, normal and institutionalized civilized behavior norms and advocacy work. Article 4 The municipal and county-level city (district) people's governments shall incorporate the propaganda of civilized behavior norms into the national economic and social development plans and annual plans, strengthen the planning, construction and management of the propaganda infrastructure of civilized behavior norms, and include the required work funds into the fiscal budget.
The management institutions of development zones (parks) and scenic spots should do a good job in standardizing and advocating civilized behavior in their own regions.
Township people's governments and sub-district offices shall, in accordance with the requirements of the people's governments of cities and counties (districts), do a good job in standardizing and advocating civilized behavior within their respective jurisdictions.
Villagers' committees and residents' committees should strengthen the propaganda and guidance of civilized behavior and help standardize and advocate civilized behavior. Fifth city, county-level city (district) spiritual civilization construction steering committee to promote civilized behavior norms and advocacy work within their respective administrative areas, formulate work plans and plans, establish a joint meeting system, and coordinate and solve major problems.
City, county-level city (District) spiritual civilization construction steering committee shall organize relevant competent departments, people's organizations, grassroots autonomous organizations and the public to formulate civilized conventions.
City, county-level city (District) spiritual civilization construction steering committee working institutions specifically responsible for civilized behavior norms and advocacy guidance, coordination, supervision and management:
(a) to guide and coordinate the relevant departments to carry out civilized behavior norms and publicity work;
(two) to supervise, inspect and report on the implementation and publicity of civilized behavior norms;
(three) to urge the relevant departments to deal with suggestions and complaints about civilized behavior norms and propaganda work;
(four) other matters related to civilized behavior norms and propaganda work.
Education, public security, civil affairs, ecological environment, housing and urban and rural construction, urban management, transportation, agriculture and rural areas, culture, radio and television, tourism, health, market supervision and management departments, organizations and trade unions, the Communist Youth League, women's federations and other people's organizations with the function of managing public affairs shall, according to their respective functions, do a good job in standardizing and advocating civilized behavior. Article 6 State organs, people's organizations, enterprises, institutions and social organizations shall strengthen the publicity and education of civilized behavior and improve the civilized quality of citizens.
Schools, kindergartens and other educational institutions should incorporate the norms of civilized behavior into the content of education and teaching, and guide students to abide by the norms of civilized behavior.
Newspapers, radio, television, government portals and other public media should actively promote civilized behavior norms and advocacy work, publish and broadcast public service advertisements, and spread advanced deeds of civilized behavior. Article 7 All units and individuals shall support and participate in the work of civilized behavior norms and advocacy, and have the right to put forward opinions and suggestions on civilized behavior norms and advocacy; Have the right to discourage uncivilized behavior, and report complaints to the relevant competent departments if they do not listen to dissuasion.
The relevant competent departments shall openly accept reports and complaints, handle relevant reports and complaints in a timely manner according to law, and inform the informants and complainants of the results. Chapter II Standardization and Management Article 8 Citizens should practice the socialist core values, carry forward the traditional virtues of the Chinese nation, establish a sense of social responsibility, a sense of rules and dedication, and abide by laws and regulations, public order and good customs and other civilized behavior norms. Ninth advocate the following civilized behavior:
(1) Green and low-carbon life, saving public resources such as water, electricity, oil and gas;
(two) travel by public transport, take the initiative to give up their seats for the elderly, children, patients, disabled people, pregnant women, infants and other passengers when taking the bus;
(3) hobbies are civilized and elegant;
(4) Neighbors respect each other and help each other;
(five) care and rational use of public areas, public facilities and equipment, and actively participate in the greening and beautification activities of buildings, communities and villages;
(six) care for the elderly, empty nesters, families who have lost their families, left-behind children, children in distress, disabled people and other special groups. Tenth citizens should consciously abide by the following civilized behavior norms of healthy life:
(a) civilized dining, don't drink, don't persuade, don't waste;
(two) the classification of domestic waste into the designated collection point or collection container;
(3) handle festive matters in a civilized way, without extravagance or vulgarity;
(four) civilized funeral, green memorial, not playing funeral music, littering in public areas, not burning sacrifices and clothes outside designated areas, not burying ashes in coffins;
(five) do not participate in feudal superstitious activities;
(six) parents or other guardians of minors actively educate and guide minors to abide by civilized behavior norms;
(seven) contradictions and disputes between neighbors, no quarrel, according to law.
