According to international practice, considering the public welfare of volunteer service, there is no subsidy for volunteers. Volunteers will be provided with ID cards, uniforms, free meals during the service period, personal accident insurance and related medical services. Spiritual motivation will be used to motivate the volunteers. Incentive measures include, but are not limited to, issuing volunteer service certificates and issuing related souvenirs.

The first article of the Voluntary Service Ordinance is to establish basic principles. It is stipulated that voluntary service should follow the principles of voluntariness, free of charge, equality, honesty and legality.
