However, due to various reasons, the problem of river pollution is still outstanding, especially some industrial wastewater and domestic sewage are directly discharged into the river, and the problems of river pollution such as coastal dry toilets, domestic garbage and construction garbage have not been effectively treated, which has affected the quality of life of citizens and the improvement of urban taste to a certain extent. In order to further prevent and control river pollution in urban areas and improve the environment in Dingxi City, this scheme is specially formulated.

I. Basic situation of river pollution sources

The rivers in Dingxi City are mainly composed of Guanchuan River and its first-class tributaries, Xihe River and Donghe River. The total length of rivers in the city is 17.4 kilometers, of which Donghe River is 6 kilometers long and Xihe River is 7 kilometers long. Xihe River and Donghe River merge into Guanchuan River on the north side of the Northwest Meteorological Bridge in the urban area, and the length of the river to Wangjiawowo is 4.4 kilometers.

There are 131 sewage outfalls in the river course of Dingxi City, including 18 corporate sewage outlets and 112 domestic sewage outlets; There are 23 garbage dumping sites, including 11 domestic garbage dumping sites and 12 construction garbage dumping sites.

(1) enterprise sewage outlets. ***18 (12 in Donghe and 6 in Xihe), of which 11 are connected to the industrial sewage pipe network, namely Shuxiang Starch Company, Municipal Yard, Hongxuan Starch Company (Nanchuan Factory), Jinlong Road, Longhai Dairy Company, Chaoxing Starch Company, Majia Chagoukou, Hongxuan Starch Company, Longjin Dairy Company and Qingyuan Sewage Treatment Company. Eight are not connected to the pipe network, including three from Longhai Dairy Company, zero from Chaoxing Starch Company, zero from Wanggang Farm in Zhangjiawan, and three small plastic woven bag recycling and processing points next to the original zinc factory. (2) Domestic sewage outlets. ***112 (51 in Donghe and 62 in Xihe), of which 39 are connected to the domestic sewage pipe network (2 flush toilets and 37 other domestic sewage outlets) and 73 are not connected to the pipe network (27 dry toilets, 1 flush toilets and 45 other domestic sewage outlets).

3. Other sewage outlets. * * * There are 82 (including 37 connected to the domestic sewage pipe network and 45 not connected to the pipe network, involving more than 511 households and more than 2,111 people). There are 11 residents in Fengxiang Town who are not connected to the pipe network and have serious river pollution, mainly distributed in the residential area along the river from Xichuan Park Electromechanical School to Park Bridge; There are 29 residents in Yongding Road Street, mainly distributed in residential areas along the river from Nanshan New Village to Yongding Bridge. There are 6 residents in Zhonghua Road Street, mainly distributed in residential areas along the river from jiefang bridge to Zhonghua Bridge. In addition, it is more serious for residents and catering industry on both sides of the meteorological bridge to throw sewage into the river at will.

(3) Dumping point of garbage. * * * There are 23 places, including 11 domestic wastes and 12 construction wastes.

II. Priorities and responsibilities of remediation

The river pollution control work in Xicheng District is determined, and the principle of combining territorial management with centralized management and "whoever pollutes will treat" is adhered to. The Municipal Environmental Protection Bureau and the Anding District Government are responsible for taking the lead in grasping the overall situation, formulating implementation plans, doing a good job in macro-supervision and coordination guidance, and strengthening supervision and inspection. City, district housing and construction, industry and information, water affairs, development and reform and other functional departments and responsible units according to their respective responsibilities, do a good job in the implementation of various pollution control measures.

(I) Industrial sewage treatment

The Anding district government takes the lead, and the municipal and district departments of environmental protection, industry and information, housing and construction cooperate with each other, and relevant enterprises implement it.

1. It is necessary to strengthen the supervision of pollutant discharge enterprises, especially the potato starch production enterprises, make arrangements in advance, make arrangements as early as possible, strengthen inspections, urge enterprises to operate pollution control facilities normally, and strive to meet the discharge standards. In principle, enterprise wastewater must achieve three-stage precipitation. Enterprises that fail to meet the precipitation standards should be urged to build pollution control facilities before the end of August; Enterprises without pollution control facilities or with abnormal operation of pollution control facilities are not allowed to start production. Enterprises that illegally discharge industrial wastewater should be severely punished, and if the circumstances are serious, they should be shut down according to law.

2. For the six enterprises that have not entered the industrial sewage pipe network, the responsibility shall be contracted, and the relevant departments in the urban area shall urge the sewage to be connected to the industrial sewage pipe network within a time limit. The District Bureau of Industry and Information Technology is responsible for urging Longhai Dairy Company to access the industrial sewage pipe network before the end of May, and urging Hongxuan Starch Company to transform the branch pipe of the south side of Liberty Street to ensure that all sewage enters the industrial sewage pipe network. District Animal Husbandry Bureau and Fengxiang Town Government are responsible for urging Zhangjiawan Wanggang Breeding Factory to be connected to the sewage pipe network before the end of May. The district environmental protection bureau is responsible for the treatment of three small plastic bag recycling and processing points next door to the former Zhongxing Zinc Company before the end of April. Resolutely put an end to the direct discharge of sewage from industrial enterprises into rivers.

3. The Anding district government should instruct the relevant departments to organize professionals to regularly and irregularly inspect the pipelines connected to the industrial sewage pipe network. If the network management interface does not meet the standard, it should guide and urge the relevant units to carry out technical transformation to prevent problems such as leakage due to the small diameter of the interface. Dredge the pipe network to ensure the smooth flow of industrial sewage pipe network.

4. The Municipal Commission of Industry and Information Technology and the Anding District Government shall, in strict accordance with the Circular Economy Development Plan of Dingxi City, gradually move the sewage discharge enterprises originally scattered in urban areas into industrial parks in a planned way during the Twelfth Five-Year Plan period, so as to achieve centralized disposal and discharge of industrial wastewater up to the standard.

5. The Anding district government will take the lead to start the implementation of the second phase of industrial sewage collection and treatment project as soon as possible, further strengthen the construction of pollution control infrastructure, extend the pipe network to the north, and set the Xicheng District to? The enterprise sewage along the mouth is gradually collected into the industrial pipe network for centralized treatment and discharge.

(II) Domestic sewage treatment

1. Led by the Municipal Housing and Construction Bureau, on the basis of formulating the domestic sewage treatment plan, the responsible units are urged to connect all the domestic sewage that has entered the pipe network but has not been connected to the pipe network as far as possible to the domestic sewage pipe network or industrial sewage pipe network for centralized treatment before the end of the year, so as to minimize the domestic sewage discharge in urban rivers.

2. The Municipal Bureau of Housing and Urban-Rural Development is responsible for starting the implementation of the second phase reconstruction and expansion project of Qingyuan Sewage Treatment Plant as soon as possible, further expanding the coverage of sewage pipe network in combination with the renovation of shanty towns and villages in the city, and implementing rain and sewage diversion to solve the problem of river pollution caused by domestic sewage in residential areas. Especially for Nanshan New Village, Meteorology New Village, Park Bridge and other bungalows scattered along the river, residents' domestic sewage should be collected into domestic sewage pipe network or industrial sewage pipe network for treatment, and direct discharge is strictly prohibited. It is necessary to cooperate with the Anding district government to do a good job in the renovation of the existing pipelines integrating flood discharge and sewage discharge at Majiachagoukou and the south side of Liberty Street to ensure the sewage receiving capacity.

3. The Anding district government will take the lead, and the municipal, district administration for industry and commerce, food and drug administration and district sanitation station will cooperate to formulate specific management measures to control the small restaurants along the street from dumping sewage into the street. Require small restaurants and food vendors along the street to deal with kitchen waste, sign a letter of responsibility with the garbage recycling unit recognized by the environmental protection department, and the recycling unit will recycle it uniformly; The swill shall be collected and treated in a unified way, and it shall not be thrown at will. Those who refuse to make corrections shall be dealt with by the relevant departments according to law. Strictly prevent small restaurants from directly discharging swill and other wastewater into the urban sewage pipe network, resulting in high chemical oxygen demand at the inlet of urban sewage treatment plants.

(III) Treatment of aqua privies along the river

The Anding district government, in combination with the urban development plan, instructed relevant departments to put forward a treatment plan for aqua privies before the end of March, and the municipal and district governments raised funds to give appropriate subsidies, so as to completely complete the demolition and renovation of aqua privies along the river before the end of August.

(IV) Garbage remediation along the river

The Anding District Government is responsible for coordinating and organizing Fengxiang Town Government, Zhonghua Road Sub-district Office, Yongding Road Sub-district Office and relevant departments directly under the district, fully implementing the contract responsibility system for environmental sanitation areas and various garbage disposal methods, and ensuring that all kinds of garbage are transported to garbage treatment plants for landfill; Strengthen the publicity of the knowledge of river ecological environment protection for residents and units along the river, and stop residents from dumping garbage into the river civil strife and other illegal acts according to law.

(V) Comprehensive River Management

The Water Affairs Bureau of the District is responsible for further standardizing the river management, severely cracking down on illegal acts of dumping garbage into the river, indiscriminate mining and excavation, and affecting the safety of flood discharge, and increasing administrative penalties; In the management of river sand mining, urge and ensure that enterprises are responsible for filling up the remaining bunkers after sand mining, so as to ensure the smooth flood discharge in the river and the safety of residents along the river; Increase the frequency of gate opening to prevent sewage accumulation and pollution; Actively implement urban river embankment projects. The Municipal Water Affairs Bureau is responsible for drawing up documents to further standardize the management of river sand mining, and submitting them to the municipal government for study and approval before issuing them for implementation.

III. Safeguards

(1) Strengthen leadership and implement responsibilities. Established by the municipal government in charge of the leadership as the leader, the Municipal Environmental Protection Bureau, the Municipal Housing and Construction Bureau's main leaders and the Anding District Government in charge of the leadership as the deputy leader, and the responsible persons of relevant functional departments of the city and district as members of the comprehensive management work leading group. Convene joint meetings regularly to study river pollution control, organize special inspections, and coordinate and solve related problems. (2) Strictly enforce the law and strengthen supervision. Strengthen the supervision and inspection of pollutant discharge units according to law, strengthen on-site law enforcement, and increase the frequency of supervision and inspection. Those who use water pollution treatment facilities abnormally, or dismantle or leave water pollution treatment facilities idle without the approval of the competent department of environmental protection, should be severely punished in accordance with relevant laws and regulations. At the same time, it is necessary to put an end to other illegal acts such as dumping sewage, littering and indiscriminate mining and excavation, and effectively solve the problem of urban river pollution that the masses have strongly reflected.

(3) make concerted efforts to fight jointly. To do a good job in organizing and launching work, all units and departments must conscientiously perform their duties, with their own responsibilities and mutual cooperation, so as to form an overall joint force of Qi Xin to work together and make concerted efforts to manage the project. The objectives and tasks will be refined and decomposed, and the responsibility will be placed on people, forming a responsibility network system from horizontal to edge and vertical to the end to ensure the orderly development of rectification work.

(4) strengthen supervision to ensure effective results. All relevant departments must, in accordance with the unified arrangements, conscientiously carry out the comprehensive remediation of river pollution to ensure the timely completion of various remediation tasks. The supervision and acceptance work of the remediation working group should be comprehensive and thorough, and no problems that have an impact on water quality should be missed. For enterprises that manage and rectify within a time limit, they must come up with a specific timetable to ensure that the rectification tasks are completed on time. Those who fail to complete the rectification tasks within the time limit will be severely punished according to law. * * The measures for comprehensive improvement of urban rivers in, each implementation unit should ensure that they are fully completed before the end of August. After the completion of all the objectives and tasks, the municipal government DuZhaShi will take the lead, the municipal environmental protection bureau and the Anding district government will organize and relevant departments will participate to form a joint inspection and acceptance group, and the completion of all the objectives and tasks will be accepted in early September, and the inspection and acceptance results will be reported to the municipal government in writing for notification.

(6) increase publicity and create an atmosphere. In accordance with the spirit of the joint meeting of the municipal government on river pollution control, we will further unify our thinking, clarify the tasks and control measures, and announce the urban river regulation plan on radio, television or newspapers.
