(three) the "Xining voluntary tree planting regulations" in article second of the "city area" is amended as "within the administrative region".

The "greening fee of 4-6 yuan per plant" in the second paragraph of Article 15 is amended as "greening fee of 10- 15 yuan per plant".

Article 16 is deleted: "If a party refuses to accept the decision on administrative punishment, he may, within five days from the date of receiving the decision on punishment, apply to the competent authority at the next higher level of the organ that made the decision on punishment for reconsideration; If he refuses to accept the reconsideration decision, he may bring a lawsuit to the people's court within 15 days from the date of receiving the notice of reconsideration decision. If no application for reconsideration, no prosecution and no performance is made at the expiration of the time limit, the organ that made the punishment decision shall apply to the people's court for compulsory execution. "

(4) The "People's Republic of China (PRC) Food Hygiene Law" in Articles 1 and 11 of the Regulations on Hygiene Supervision and Management of Public Tableware in Xining City is amended as "People's Republic of China (PRC) Food Safety Law".

Article 3 After the "municipal public health administrative department", the "food and drug supervision and administration department" is added after the "public health administrative department" in Articles 10, 15 and 16.

Article 12 "In case of any of the following acts in violation of the provisions of this Ordinance, the administrative department of health shall order it to make corrections according to the Food Sanitation Law of People's Republic of China (PRC) and other laws and regulations" is amended as "In case of any of the following acts in violation of the provisions of this Ordinance, the administrative department of health or the food and drug supervision and administration department shall order it to make corrections according to their respective functions and powers".

(5) The Regulations of the People's Republic of China on Administrative Penalties for Public Security in Article 43 of the Regulations of Xining Municipality on Urban Landscaping Management is amended as the Law of People's Republic of China (PRC) Municipality on Administrative Punishment for Public Security.

"Expropriation" in Article 14 is amended as "expropriation and requisition".

(6) Amend the Regulations of the People's Republic of China on Administrative Penalties for Public Security in Article 34 of the Regulations of Xining Municipality on Water Resources Management to the Law of People's Republic of China (PRC) Municipality on Administrative Punishment for Public Security.

(seven) the "expropriation" in Articles 18, 19, 32 and 50 of the Regulations on Forestry Management in Xining City is amended as "expropriation and requisition".

In addition, according to this decision, the order of the above laws and regulations shall be adjusted accordingly.

This decision shall come into force as of the date of promulgation.
