Dongguan's response to Typhoon Soula is as follows:
One, in addition to undertaking rescue and relief and to protect the basic operation of the social task of units and individuals, the city's other units and individuals to implement the "five stops" measures. Implementation of the "five stop" measures, the general public do not go out, such as in dangerous areas, please call 110, 119, 120 and other emergency rescue calls for help.
Two, all primary and secondary schools, kindergartens, secondary vocational schools (including technical schools) and child care institutions, off-campus training (hosting institutions), sports schools, colleges and universities closed.
Three, fishing boats at sea, water construction workers to stop operations, return to port to avoid the wind; aerial workers, construction workers and other outdoor workers to stop outdoor operations; indoor staff in principle, a complete stoppage.
Four, all kinds of industrial parks, production bases, factories, workshops and other full stop production.
Fifth, all road vehicles (except emergency and command vehicles) to stop driving, the vehicle is moving close to find a safe location to stop driving, and do emergency shelter; closed highway; rail transit, waterway transportation all suspended.

Introduction of Typhoon Saola
Super Typhoon Saola (English: Super Typhoon Saola; International Number: 2309, Joint Typhoon Warning Center: 09W, Philippine Atmospheric, Geophysical and Astronomical Services Administration: Goring) is the ninth Pacific typhoon season in 2023 to storm to receive an international number for the 2023 Pacific typhoon season. "This is the fourth time that the name "Sula", meaning Central-South Oryx, a rare and valuable animal recently discovered in Vietnam, has been used, courtesy of Vietnam.
Typhoon Soula, the predecessor of Typhoon Soula, was generated in the morning of August 24, 2023, east of the Philippines, and was upgraded to tropical storm status in the afternoon of the same day. Subsequently, it strengthened all the way to super typhoon level on the night of August 26; weakened to strong typhoon level in the afternoon of August 27; strengthened again to super typhoon level in the afternoon of August 29; and landed on the southern coast of Zhuhai City, Guangdong Province, at the early morning of September 2, 2023, at a strong typhoon-scale (45 m/s, 950 hecto-Pascals) as determined by the Central Weather Bureau.
