Chapter I General Provisions Article 1 In order to improve the entrepreneurial environment, promote the development of small and medium-sized enterprises and maintain sustainable economic growth, these Regulations are formulated in accordance with the basic principles of relevant laws and administrative regulations and in combination with the reality of Shenzhen Special Economic Zone. Article 2 The term "small and medium-sized enterprises" as mentioned in these Regulations refers to all kinds of enterprises established in this Municipality according to law, whose production and operation scale meet the classification standards of small and medium-sized enterprises in this Municipality, including medium-sized enterprises, small enterprises and micro enterprises.

Classification standards for small and medium-sized enterprises shall be formulated and promulgated by the Municipal People's Government according to the total assets, sales, number of employees and other indicators, combined with the characteristics of the industry. Article 3 The Municipal People's Government shall take promoting the development of small and medium-sized enterprises as the leading strategy of the city's economic development, formulate medium-and long-term plans for promoting the development of small and medium-sized enterprises, and formulate special support policies for small and micro enterprises. Article 4 The municipal and district people's governments and relevant departments shall protect the rights of small and medium-sized enterprises to participate in fair competition and fair trade, and safeguard their legitimate rights and interests. Article 5 The Municipal People's Government shall promote the construction of the credit system for small and medium-sized enterprises, and improve the credit rating and disciplinary system for dishonesty. Chapter II Public Services Article 6 The Municipal People's Government shall set up a leading group for the development of small and medium-sized enterprises (hereinafter referred to as the leading group) to uniformly lead the work of small and medium-sized enterprises in the city.

The leading group shall hold a meeting at least once every quarter to study and solve major problems in the development of small and medium-sized enterprises, and coordinate policies and measures of various departments involving small and medium-sized enterprises.

The leader of the leading group is concurrently the mayor, and its members include the main leaders of municipal development and reform, SME services, finance, planning and natural resources, human resources security, taxation, market supervision, finance and other departments. Article 7 The Municipal People's Government shall report the development of small and medium-sized enterprises to the Standing Committee of the Municipal People's Congress in the first half of each year. The report includes the following contents:

(a) the basic situation of the development of small and medium-sized enterprises in this Municipality in the last year;

(two) the use of funds to support the development of small and medium-sized enterprises;

(three) the implementation of policies to support the development of small and medium-sized enterprises;

(d) Problems and countermeasures in the development of small and medium-sized enterprises;

(5) Other matters that should be reported.

The Standing Committee of the Municipal People's Congress may, according to the specific circumstances, request the Municipal People's Government to make a special report on the specific matters of small and medium-sized enterprises. Article 8 The municipal and district people's governments shall encourage small and medium-sized enterprises to participate in the formulation of public management policies through various channels.

Municipal and District People's governments and their relevant departments shall hold hearings or listen to the opinions and suggestions of relevant small and medium-sized enterprises, industry associations, chambers of commerce and other social organizations in other forms when major decisions involve the interests of enterprises. Article 9 The municipal service department for small and medium-sized enterprises is the competent department for the work of small and medium-sized enterprises in this Municipality (hereinafter referred to as the competent department), which comprehensively coordinates, guides and serves the work of small and medium-sized enterprises in this Municipality and performs the following duties:

(a) to organize the implementation of laws, regulations and policies on the development of small and medium-sized enterprises, and formulate preferential policies to encourage the introduction and promotion of the development of small and medium-sized enterprises;

(2) Organizing the implementation of the development plan for small and medium-sized enterprises;

(3) Establishing a public service platform for small and medium-sized enterprises to provide information services and guidance on policies, markets, technologies, talents, government procurement, property rights transactions, cooperation between funds and entrepreneurial projects, and business subcontracting for small and medium-sized enterprises;

(four) to accept the complaints and suggestions of small and medium-sized enterprises and safeguard the legitimate rights and interests of small and medium-sized enterprises;

(five) other duties stipulated by laws and regulations to promote the development of small and medium-sized enterprises. Article 10 The municipal development, reform and statistics department shall, jointly with the competent departments, taxation and market supervision departments, establish a system for classified statistics, monitoring, analysis and release of small and medium-sized enterprises, and carry out statistical analysis of small and micro enterprises. Eleventh city planning and natural resources department shall, jointly with the competent department, according to the needs of the development of small and medium-sized enterprises, formulate land planning for the development of small and medium-sized enterprises, promote the construction of industrial parks for small and medium-sized enterprises, and reasonably solve the land demand of small and medium-sized enterprises.

Encourage small and medium-sized enterprises to use existing land to implement intensive development and improve land use efficiency. Twelfth municipal departments should simplify procedures, improve efficiency, and provide convenient services for the establishment, production and operation of small and medium-sized enterprises.

The contents, standards and procedures of administrative examination and approval shall be open and standardized. Thirteenth municipal and district people's governments and their relevant departments may entrust social organizations and social service institutions such as trade associations and chambers of commerce to provide public services for small and medium-sized enterprises by purchasing services. Fourteenth municipal and district departments should publish information and service commitments related to small and medium-sized enterprises, such as working procedures, time limit, application materials, charging standards and preferential policies for starting businesses. The supervisory organ shall, jointly with the competent department, establish a process supervision and feedback evaluation mechanism, monitor the service process of relevant departments to small and medium-sized enterprises, and provide information for each department to optimize the service process. Fifteenth trade associations, chambers of commerce and other social organizations should safeguard the legitimate rights and interests of small and medium-sized enterprises in accordance with the law, reflect the needs and suggestions of small and medium-sized enterprises to the government and its relevant departments, and carry out various service activities to promote the development of small and medium-sized enterprises. Sixteenth to encourage natural persons, legal persons and other organizations to set up institutions to provide various social services for small and medium-sized enterprises.

Establish and improve the financial subsidy mechanism, and support social service institutions to provide entrepreneurial counseling, market development, technical support, information services, management consulting, personnel training, quality inspection and other services for small and medium-sized enterprises.
