The statement said that this was done because it was impossible to determine how these entities would use products exported from the United States.

The United States has previously included some China institutions in its so-called "entity list". Last June, 5438+February, the US listed eight China enterprises in the "investment blacklist" on the grounds of so-called Xinjiang-related issues.

These eight companies include DJI;, a top drone manufacturer; Three artificial intelligence enterprises in the "AI Four Little Dragons": Defiance Technology, Yi Tu Technology and Congyun Technology; There is also the supercomputer giant Dawn; Leon technology of communication enterprises: network security companies Dongfang Netpower and Meiyabake. Named companies are prohibited from using any American technology, and American investors are not allowed to invest in blacklisted companies.

"China expressed serious concern about this report. Individual politicians in the United States generalize the concept of national security and politicize, instrumentalize and ideologize scientific, technological and economic issues. This violates the market economy and the principle of fair competition, and will only threaten to damage the security of the global industrial chain supply chain and undermine international trade rules. It is a typical political manipulation that harms others and does not benefit others. 」

More threatening "unverified list"

Compared with the previous "entity list" and "investment blacklist", the "unverified list" of the US Department of Commerce is more threatening. The "unverified list" in the US export control regulations has provisions. Foreign entities on the list are participating or have participated in transactions involving the export, re-export or domestic transfer of any goods subject to export control regulations.

BIS said that if it is impossible to verify whether the foreign entities involved in the transaction are "in good faith" or legal, it is impossible to judge whether the exported goods will be used for the same export purpose as declared by the exporter, and it is also impossible to determine whether the export of these goods will violate the export control regulations. In this case, if the "end-user verification" of a foreign entity cannot be completed, the foreign entity will be included in the "unverified list".

After being included in the "unverified list", American exporters need a license if they want to ship products to any company on the list. For listed companies, they must prove their legitimacy and be willing to abide by American laws and regulations before they can continue to accept imported goods. According to foreign media reports, this move is intended to remind China that the United States must be allowed to inspect and inspect these companies if they want to withdraw from the list. After these 33 China companies went public, the total number of entities on the list reached about 65,438+075. In addition, companies from countries such as Russia and the United Arab Emirates are also on the list.
