3. Acceptance: It is clearly stipulated in the bidding documents and contracts that "the winning bidder must ensure that the fire fighting project is qualified in one time, otherwise it will be severely punished". At the same time, strictly control the project cost.

4. Construction drawings and schemes: The drawings and schemes of this project must conform to relevant national and local codes (especially mandatory codes) to ensure smooth acceptance. Before issuing the tender documents, the tender drawings should be refined and improved as much as possible, and all bidders can optimize them within the scope permitted by the specifications.

5. About materials and equipment: For each type of materials and equipment, three brands of the same grade should be determined before bidding, and the manufacturers and places of origin should be specified accordingly. Bidders should choose 1 brand among the three brands, and at the same time, they can recommend 1 brand with higher cost performance in the optimization scheme.

6. About the quotation method: Each bidder shall submit two quotations, the first one is based on the unified scheme provided by our company, and the second one is based on each bidder's respective optimization scheme. At the same time, the bidder should explain in detail which parts have been optimized and how many differences there are in the quotation before and after optimization.

7. Bid evaluation principle: evaluate the technical bid and the commercial bid respectively. Technically, on the premise of meeting the technical requirements of our company, adopt all reasonable optimization suggestions put forward by bidders, and calculate and summarize the final quotation accordingly; In business, the completeness and rationality of the quotation are clarified for 2 ~ 3 rounds, and the bidder with the lowest quotation is finally selected as the winning bidder.

8. Work arrangement: The purchasing department is the overall lead organization department for bidding, and each functional technical department is responsible for the work within their respective responsibilities and cooperates with other departments in time. The cost department is responsible for compiling the bill of quantities and pre-tender estimate, and reviewing the commercial bid. The design department is responsible for providing bidding drawings and technical requirements, reviewing technical bids and taking the lead in organizing the selection of material brands.

Reconstruction scheme: This project is a pavement reconstruction project. After the old pavement is stabilized, cement stabilized macadam base and asphalt macadam surface are added. The reconstruction scheme is 7.672km long from K 16+000 to K23+672.05, and the asphalt macadam pavement is 9m wide.
