4, review the construction drawing design of construction projects, and issue a notice of "three simultaneities" audit on environmental protection of construction projects;

5. Conduct on-site supervision and inspection on the implementation of the "three simultaneities" of construction projects, and handle problems in time when found;

6, examination and approval of the construction project trial production (operation) application report, issued a notice of trial production (operation) audit;

7, review the completion acceptance report, issued by the construction project "three simultaneous" completion acceptance list.

Application materials (1) Project proposal stage

(4) Construction drawing design stage

1. Submit the general plan of the construction project (urban area 1:500, suburban area 1:2000), general plan of water supply and drainage, drainage system diagram and exhaust system diagram;

2, power, substation, refrigeration, air conditioning, water (hot) pump, garage, entertainment and other equipment layout, environmental protection facilities design, construction drawings and main engineering process flow chart, process equipment layout, etc. ;

3, preliminary design approval documents;

4, "construction project pollutant discharge table", "construction project environmental protection" three simultaneous "single" in triplicate;

(5) Trial production stage

1. Submit the application report for trial production (or trial operation);

(6) Completion acceptance stage

2, within one month after the project acceptance, to the municipal environmental protection bureau for sewage declaration.

Commitment time limit

1. Sign the examination and approval opinions within 3 days after receiving the environmental impact registration form;

2. Sign the examination and approval opinions within 5 days after receiving the environmental impact report;

3. Give a reply within 7 days after receiving the environmental impact report (except for the hearing time of administrative license or the modification time of environmental impact assessment);

4, received the preliminary design of environmental protection chapter (chapter) 1 month review opinions;

5. Issue a notice of "three simultaneities" review within 1 month after receiving the "three simultaneities" submission form and other documents and drawings submitted by the construction unit according to regulations;

6. After receiving the trial production application report and relevant materials, and after on-site inspection, reply within 2 weeks.

"Environmental Impact Assessment Law of the People's Republic of China" Article 16 According to the degree of environmental impact of construction projects, the state implements classified management on environmental impact assessment of construction projects.

The construction unit shall, in accordance with the following provisions, organize the preparation of an environmental impact report, an environmental impact report form or fill in an environmental impact registration form (hereinafter referred to as an environmental impact assessment document):

(a) may cause significant environmental impact, it shall prepare an environmental impact report, and make a comprehensive evaluation of the environmental impact;

(two) may cause minor environmental impact, it shall prepare an environmental impact report, environmental impact analysis or special evaluation;

(3) If the impact on the environment is not significant and environmental impact assessment is unnecessary, an environmental impact registration form shall be filled in.

The catalogue of classified management of environmental impact assessment of construction projects shall be formulated and published by the competent department of ecological environment of the State Council.
