② Control measures of mobile source. Stop using non-road mobile machinery at construction sites, industrial enterprises and industrial parks; Heavy and medium-sized diesel trucks, three-wheeled vehicles, low-speed trucks and tractors are prohibited from passing through the main urban areas of cities and counties, except for urban operation guarantee vehicles and special vehicles performing tasks. Logistics and other units involved in the transportation of bulk raw materials and products should be prohibited from using heavy trucks at or below the national level for transportation.
③ Non-point source control measures. Strengthen the control of construction sites and traffic dust. Sand factory, stone factory, slate factory, etc. Stop open-air operations; In addition to emergency rescue, in principle, earthwork, building demolition, painting, slope protection shotcrete, concrete mixing, etc. It is forbidden to enter the construction site; It is forbidden to drive transport vehicles that are easy to scatter without sealing devices, such as coal, muck, sand and gravel.

Make full use of online monitoring of pollutants, electricity meter monitoring, high-point video monitoring, aerial photography of drones and other means to do the following key supervision work: First, strengthen supervision and inspection, strictly enforce the law, and ensure that all emergency measures for industrial enterprises, mobile sources and non-point sources are put in place; Second, do a good job in the control of fire points in open burning, make full use of infrared video monitoring of straw open burning, and grid supervisors at all levels must dispose of the found fire points at the first time; The third is to strengthen the supervision of coal-fired heating units, scientifically adjust the drying time of coal-fired boilers for heating, and urge coal-fired heating units to reasonably increase the dosage of treatment chemicals during trial operation to ensure the normal operation of pollution prevention facilities and ensure the stability of ultra-low emission standards; Fourth, strengthen the management and control of lampblack to ensure the normal operation of lampblack purification facilities in various catering industries and meet emission standards; Fifth, during the emergency response period, classified policies and hierarchical control shall be implemented in strict accordance with the emergency emission reduction list, and enterprises with performance grade A and leading can take emergency emission reduction measures independently; For enterprises included in the white list of ecological environment supervision, under the condition of ensuring the effective operation of pollution prevention and control facilities and strictly implementing pollution prevention and control measures, they will not limit production, stop production, check less and disturb the people, encourage enterprises to reduce emissions independently, and resolutely prevent "one size fits all".
